The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. The facility accepts waste Monday, Tuesday, Thursday, and Friday from 7:30 am until 4:00 pm, and Wednesday
and Saturday from 7:30 am until 12:00 pm.
4. The permit, operations plan, waste screening logs, and training records were on -site and reviewed during this
inspection. The certified personnel on -site are:

5. The transfer station walls were covered with dirt and grime and are in need of cleaning. As per 15A NCAC 13B
.0405 (11), the tipping floor, the truck loading bays shall be cleaned with a pressure washer no less than once
per month and the remaining areas of the transfer station building including side walls and any material
storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year.
Ensure that the entire transfer station is cleaned no less than twice per year.
6. Waste was observed within the exterior leachate drains. During this inspection, Mr. Berube removed the waste from
the exterior drains so that they were free flowing. Mr. Beane stated that the facility has a dedicated person to pick
up windblown waste and to monitor the leachate drains throughout the day.
7. Damage to the sheet metal above the transfer trailer loading bay was observed. Mr. Beane stated that facilities
management was looking to replace the metal sheeting.
8. Waste was observed within the transfer trailer loading bay. Mr. Beane stated that the waste is removed as needed
throughout the day.
9. Windblown waste was being well managed during this inspection.
10. One trailer was identified to be leaking leachate from several areas. The leachate leaking from the trailer was
contained within the paved area of the leachate collection system. A large hole was also observed in the floor of the
trailer. Ms. Thompson stated that Mr. Beane needed to have the trailer repaired prior to the trailer leaving the facility.
Mr. Beane contacted the hauler to have them repair the trailer before removing from the facility. It was
recommended that the trailers be inspected for defects prior to use. Continue to ensure that any leaking trailers are
parked within the paved area of the leachate collection system and that the leaks are stopped prior to the trailer
leaving the facility.
11. The leachate collection system was actively being pumped during this inspection.
