Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. Proper signage was observed at the entrance of the facility. 2. The facility is permitted to receive solid waste generated within Iredell County. 3. The facility accepts an average of 900.16 tons per day. Operations Inspection of the MSW Landfill Unit: 4. The facility was currently working in Phase 6. 5. The landfill was actively receiving waste during the inspection. 6. Edge of liner markers were observed. 7. All access roads were in good condition. 8. Windblown waste was being collected during the inspection. 9. The working face was small and compact. 10. No unacceptable waste streams were observed in the MSWLF. Operations inspection of the White Goods Collection Area: 14. This area was well managed at the time of inspection. 15. White goods containing Freon are separated from other metals and stored in an upright manner. 16. Facility staff extract the Freon from all white goods. Operations inspection of the Electronic and Paint Collection Area: 17. This area was well managed at the time of the inspection. 18. Electronics were palletized and staged for Powerhouse Recycling in Salisbury to pick-up. 19. Latex paint collected in five (5) gallon containers is mixed with the Posi-Shell. Operations inspection of the HHW Area: 20. The facilities Household Hazardous Waste Generator Identification Number is NCPH0492001. 21. The Household Hazardous Waste Facility consists of a permanent containment unit that has three separate lockers for temporary storage of household hazardous waste (Locker # 1 - Flammable liquids; Locker #2 - Fluorescent Bulbs; Locker #3 - Pesticides). All three lockers were secured and locked. 22. The floor grates and space beneath the grates were clean and free of debris. 23. Each of the three lockers in the containment unit are equipped with an Ansul Fire Suppression system. 24. The facility offers an HHW event once a month to the residents of Iredell County which is held the last Saturday of each month. 25. The county has a contact with ECOFLO, Inc. to collect household hazardous waste. Operations inspection of the Tire Collection Area: 26. Tires are stored on the ground. When enough tires have accumulated for a load landfill staff contact New River to deliver a trailer. 27. The facility received 828.98 tons from 8/l/2023 to 12/31/2023 and have received 1,190.29 tons from 1/1/2024 to 6/30/2024. 28. New River collected 996.76 tons from 8/l/2023 to 12/31/2023 and have collected 1,138.06 tons from 1/1/2024 to 6/30/2024. This area was well managed at the time of the inspection. 30. Land clearing waste and pallets are kept separated from the yard waste that is required to be composted. 31. Farmers Mulch & Rock is scheduled to be on -site to grind in August. 32. Painted pallets are removed to be used in the electronic collection area. Operations inspection of the Asphalt Shingle Recycling Area: 33. The asphalt shingle recycling area was well managed at the time of the inspection. 34. Bunker A (left side) has 1833.47 tons. Bunker B (Right side) was closed and has been tested and 869.66 tons are ready to be hauled. 35. Asphalt shingles are collected by NJR located in Concord for recycling. Records Review 36. A copy of the current permit and operations plan are maintained in the landfill office. 37. Reviewed 1" semi-annual groundwater, surface water and leachate monitoring report for 2023 and 2 nd semi-annual groundwater, surface water and leachate monitoring report for 2023. 38. Reviewed leachate discharge records from January 5, 2024, to July 18, 2024. The facility discharged 5,491,200 gallons to the City of Statesville Fourth Creek WWTP from January 2, 2024, to July 18, 2024. Leachate lines are flushed once per year and videoed every five years. Leachate lines are scheduled to be flushed in August. 39. CEC submitted a methane migration monitoring exceedance remediation plan to the NCDEQ on May 14, 2024. Continue to work with the Section on the approved Remediation Plan for MP-6A monitoring well. 40. Random inspection reports were reviewed from January11, 2024 to July 19, 2024. Facility staff perform 2-3 random inspections per week. 41. Yard waste compost temperature records were reviewed and are being maintained in accordance with the rules. 42.
