Dear Mr. Schwartz:
Please find with this email, the Permit to Construct and Operate (conditional) for the Dirtcraft Compost
Facility. This permit approves the initial construction.
The facility is not yet approved to operate until the pre -operative conditions listed in Attachment 2 of
the permit have been met. The approval to operate by the Section will be sent by email.
In general, the new facility permit does not reiterate permit conditions which are included in the Solid
Waste Management Rules, 15A NCAC 1313, nor does it restate specific conditions which are included
within the approved plans, such as site -specific operations. Please review the conditions of the permit
carefully.
I bring to your particular attention condition 13a on page 5, which requires that compost produced for
the first time at the facility be tested for pathogens, with test results within allowable concentrations,
before the compost is sold or distributed to the public or used in public places.
