PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:
A. RESOLVED: 15A NCAC 13B .0201(c) states, in part [2020]: "No solid waste management facility shall be
established, operated, maintained, constructed, expanded, or modified without a currently valid permit issued by
the Division for the specified type of disposal activity."
During the inspection on July 3, 2024, Mr. Bowman stated that all the waste had been removed from the
South site. The South Site was inspected, and the waste stockpile appeared to have been removed from the
site.
B. RESOLVED: 15A NCAC 13B .0203(d) states: `By receiving solid waste at a permitted facility, the permittee(s)
shall be considered to have accepted the conditions of the permit and shall comply with the conditions of the
permit." Permit to Operate No. 3424, ATTACHMENT 1, PART I: GENERAL PERMIT, general permit
condition 6 states, in part, "Operation of this solid waste management facility shall be in accordance with the
Solid Waste Management Rules, 15A NCAC 13B, Article 9 of the Chapter 130A of the North Carolina General

Statutes (NCGS 130A-290, et seq.), the conditions contained in this permit, and the approved plan." Permit to
Operate No. 3424, ATTACHMENT 1, PART VI, TRANSFER STATION/TREATMENT & PROCESSING
UNIT(S), List of Documents for Approved Plan, includes the Operations Manual, December 31, 2015 (DIN
25646). Section 2.8 of the approved Operations Manual (December 31, 2015), Processing Area Legend, indicates
that the preferred location for aging trommel-overs is the South Site.
No additional waste has been added to the South Site since the transfer of ownership in December 2019, and
during the inspection on July 3, 2024, the work to remove and dispose of the remaining waste has been
completed.
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
Records Review:
1. The facility is permitted as a transfer station and treatment processing facility.
2. The sorting/picking line has not been in operation since the transfer of ownership in December 2019.
3. The Permit to Operate and Operations Plan are kept in the facility scale house and are available for review upon
request.
4. Daily tonnage records were reviewed from January 6, 2023, through July 3, 2024, and indicated that the facility
has received 65,334.28 tons of waste.
5. Waste screening records were reviewed from July 1, 2023, through June 2024, and were found to be complete.
6. Transfer station cleaning records were reviewed from June 2023, through June 2024. Records indicate that the
facility meets the permit requirements. The facility performs weakly sweepings of all concrete areas in the
facility.
7. The facility maintains cleaning records for the trench drain located in the tipping floor. The records were
provided for review during the inspection.
8. Leachate tank pumping records were reviewed and indicated the tank was pumped on June 30, 2024.
9. The facility's monthly personnel training records were provided for review.
10. Facility training certifications were observed for the following personnel:
a. Mickey Bowman — Certified Transfer Station Operational Specialist; expires April 13, 2025
b. Solomon Martinez — Certified Transfer Station Operations Specialist; expires February 26, 2025
Field Inspection:
11. Proper signage was observed at the facility entrance.
12. The facility is secured by a perimeter chain -link fence with access controlled by locking gates.
13. Access roadways are of all-weather construction and were in good condition.
14. Windblown litter appeared to be well controlled on site with little observed during the inspection.
15. No waste was observed outside the limits of the covered tipping floor. No unacceptable waste was noted in the
transfer station operations area.

16. Waste is deposited on the tipping floor and pushed towards the back where an excavator is used to load transfer
trailers staged behind the back wall. Mr. Bowman stated that the loading area is cleaned as needed throughout
the day.
17. The trench drain in the tipping floor was observed and appeared to be functioning properly. Mr. Bowman stated
that the trench drain is inspected weakly and cleaned as needed.
18. The tipping floor was observed and appeared to be in good condition with no large cracks visible. Mr. Bowman
stated that the tipping floor is cleaned at the end of every day.
19. The facility leachate collection system consists of a 1500-gallon separation tank. After leachate passes through
the separator it is directly introduced to the sewer line.
20. Three transfer trailers were staged southwest of the tipping floor. The trailers were observed to be in good
condition.
21. The area North of the transfer station is used for the inert debris operation area. A large stockpile of inert debris
was inspected. No unacceptable material was observed at the time of the inspection. Mr. Bowman stated that the
inert debris was scheduled to be processed in the coming weeks.
22. A large amount of processed wood waste is still present to the west of the inert debris operation area. The
processed wood waste is stored in windrows that appear to be of manageable height. Mr. Bowman stated that
the facility that was to take the material has shut down processing and is currently working on starting back up.
23. The South Site appeared to be stable with Mr. Bowman stating that the waste stockpiled had been completely
removed. Please see the Status of Past Noted Violations section of the report for additional information.
