Dear Ms. Drummond:
The Solid Waste Section (SWS) issued a letter dated June 25, 2024 (FID 1882834) to Buncombe
County approving the phytoremediation remedy described in Corrective Action Plan Addendum -
Phytoremediation dated May 29, 2024 (FID 1878215) prepared by Bunnell-Lammons Engineering,
Inc. (BLE). The approval letter requires submittal of a project schedule for implementation of the
approved phytoremediation remedy. Additionally, the letter specifies that planting in the pilot areas
must be completed by February 2025.
The Buncombe County Solid Waste Department received notice from the Buncombe County
Municipal Sewer District (MSD) that the MSD plans to replace the force main sewer line in the
vicinity of planting areas from October 2024 to March 2025. The annotated plan provided by MSD
is attached for reference (Appendix A). The MSD construction schedule conflicts with the SWS
planting schedule.
Therefore, we propose that the phytoremediation project schedule include planting immediately after
scheduled conclusion of the MSD construction project (March 2025). This change is mutually
beneficial because the MSD construction project should improve access to the phytoremediation pilot
areas and coincide with the ideal planting season (early spring). We have prepared a 5-year
implementation schedule (herein) as requested by the SWS from the start date described above.
Please note that if the MSD construction schedule is delayed and the planting areas are not accessible
during the spring of 2025, the project will be delayed until spring of 2026.
