ADDITIONAL COMMENTS
1. The purpose of this visit was to do a follow-up inspection of the Robeson County Landfills and corrective actions previously identified. Also, this visit was to introduce permit engineer assigned to Robeson County, with the Section, James Wallace, and the Hydrogeologist, Ben Kelly, assigned to the Robeson County Landfill, to county staff. Their contact is as follows: James Wallace - (919) 707-8242 or james.wallace@deq.nc.gov; Ben Kelly - (919) 707-8327 or benjamin.kelly@deq.nc.gov. An extension of 45 days was given, and that time was not met before this inspection was conducted. In addition, since that visit, and before the extension expired, another 45 days was requested by Robeson County to continue improving and working on corrective actions onsite. That request was granted, which would be a compliance dated 9/2/2024 for addressing previously identified violations.
2. The working face was of the appropriate size, and the waste was being well compacted. Windblown was not an issue at the CDLF and was being picked up during inspection. The side slopes looked to have been mowed in recent weeks. Good job. Section staff walked the working face and rode the perimeter and to the top of the older phases.
3. CDLF working face was near NE side of new phase, which is on the west end of CDLF. Cover is still an issue across the open new phase and should continue to be addressed. Waste placement in the landfill footprint, and the following cover, is not being utilized to the identified edge of waste, which also is marked along the stormwater ditch. Due to the nature of the shape of this construction, it will allow for stormwater to be held and impounded over waste, and not allowed to flow into stormwater ditch. Be sure waste placement, following cover and sloping is correct with approved plans and allow for surface water to runoff in a controlled manner, while restraining erosion as designed. In addition, there are areas with exposed waste, not covered adequately or to meet rule. For example, road access to older phases and across the older phases there are some large pieces of waste, such as metal or pipe, still visible. Cover appropriately or remove the waste to the working face.

Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any

4. The Mobile Home deconstruction area had one home awaiting deconstruction and the area looked clean from afar. Good job.
5. The pallet area had some unapproved painted pallets in the pile, be sure and remove.

6. Corrective measures are necessary as a result of this inspection and should be completed by September 2, 2024. Failure to bring the site into compliance may result in further enforcement actions up to and including a compliance order with penalties.
