Dear Mr. Tate,
The Division of Waste Management, Solid Waste Section (Section) has reviewed the Request for 1,4-
Dioxane Sampling Subset (FID 1889042) submitted by Labella Associates, P.C. (Labella) on behalf of
Rockingham County.
Rockingham County initiated 1,4-Dioxane analysis in October 2018 at Areas I-V (7901-MSWLF) and during
the subsequent monitoring events, 1,4-Dioxane was not detected in the following monitoring wells: MW-
4A, MW-12S, MW-12D, MW-13S, MW-13D, MW-1A, MW-11, and NES-1.
1,4 Dioxane analysis was initiated at the Subtitle D facility (7904-MSWLF-1995) in September 2019 and
during subsequent monitoring events, 1,4-Dixoane was not detected in the following sampling locations:
MW-1S, MW-1D, MW-3, MW-4, MW-5D, MW-7D, MW-8, MW-9, MW-10D, MW-11, MW-12, MW-13D,
MW-14, MW-15, MW-16S, MW-16D, MW-17S, MW-17D, MW-19, MW-19R, MW-21R, MW-23R, MW-24,
MW-25, MW-26, MW-27, MW-28, SMP-1, SMP-3, and SMP-4.
As a result, Labella requested to discontinue 1,4-Dioxane analysis at the above locations. Labella intends
to continue analyzing MW-5, MW-6, MW-7, and MW-9 samples from Areas I-V for 1,4-dioxane. Samples
from MW-2, MW-6, and SMP-2 at the Subtitle D facility are proposed to continue undergoing 1,4-dioxane
analysis.
Based on the results of the previous monitoring events, Labella’s 1,4-Dioxane monitoring reduction
