This Permit is for the life-of site of the facility which is defined as the period from the initial receipt of solid waste at the facility until the facility reaches its final permitted elevations, which period shall not exceed 60 years. Permit number 90-01 was approved to begin waste receipt operations on June 2, 1998; therefore, the permit shall expire on June 2, 2058. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 1. The facility consists of a closed MSWLF, a CDLF over a closed MSWLF, residential waste convenience area, yard waste area, recycling drop-off area, white goods/scrap metal area, tire collection area, pesticide container building and animal carcass collection. 2. The facility is permitted to receive waste generated within Union County. 3. Proper signage was observed at the entrance of the facility. 4. The facility is secured by a locked gate at the facility entrance. 5. Access roads are of all-weather construction. Operation Inspection of the CDLF: 6. The facility receives approximately 300 tons of C&D waste per operational day. 7. The working face was small and well controlled. 8. No unacceptable waste was observed. 9. Windblown litter was well controlled. 10. Good vegetative cover was observed on inactive areas. 11. Edge of waste markers were being maintained. 12. Several groundwater monitoring wells and methane monitoring wells were inspected. Operation Inspection of the Yard Waste Treatment and Processing Area: 13. No unacceptable waste was observed. 14. The facility is not actively composting. The material is ground by a third-party contractor and hauled off site. Operation Inspection of the Scrap Tire Area: 15. Tires are collected in a covered trailer and stored properly. Operation Inspection of the White Good Area: 16. White goods containing Freon are separated from other metals. 17. Take measures to ensure that white goods containing freon are stored in an upright manner. Records Review: 18. Reviewed the permit, operations plan, soil cover log, training records and random inspection records (6 per day). 19. Quarterly methane monitoring records could not be reviewed during the inspection. The records were received by email on 7/17/24. Take measures to ensure that the quarterly methane records are available for review. 20. The 1st semiannual groundwater and surface water sampling event performed in May 2023 and the 2nd semiannual monitoring sampling event performed in December 2023 were verified via the Division Document Database. 21. Certified Landfill Operations Specialist Certification: • Jeremy Secrest (expires 9/21/2024) • Matthew Carpenter (expires 6/21/2025) with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes.
