This permit approval to operate is for the life of the site, as defined in N.C.G.S 130A-294(a2), which period shall not exceed 60 years. The permit approval shall expire on December 22, 2057. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. All waste received must be transported for disposal to the Chamber’s Development MSWLF (Permit No. 04-03) or the BFI-Charlotte Motor Speedway Landfill V (13-04). 2. A gate is provided at the entrance to the facility to prevent unauthorized access. 3. Proper signage is located at the entrance of the facility. 4. All access roads were of all-weather construction and well maintained. Operations Inspection of the Transfer Facility: 5. The facility currently receives approximately 600 tons of waste each operating day. 6. Observed operations of the transfer facility. 7. No unacceptable waste streams were observed. 8. Windblown waste was well controlled at the time of the inspection. 9. A portion of the grate that covers the leachate collection drain at the front of the tipping floor was broken. The County has plans in the near future to repair the grate. Records Review: 10. Reviewed the permit, operations plan, training records, random load inspection records (2 per day), leachate pump and haul records and the cleaning log that documents the date the transfer station walls, floor, drains and scale areas are cleaned. 11. Leachate is collected in a trench drain and piped to a 3000-gallon leachate concrete holding tank. The leachate is pumped approximately every 2 weeks or more, if needed. The leachate is hauled to a discharge point and then discharged into the Union County Public Works Sanitary Sewer System. 12.
