ADDITIONAL COMMENTS
The facility is a transfer station owned by Waste Industries, LLC and is permitted to receive municipal solid waste (MSW) generated within areas consistent with the service area of the receiving landfill. Hilco Transport, Inc operates the
transfer station. 1. The facility is fenced and secured by a locking gate when it is not open for operation. 2. Correct signage is posted at the entrance of the facility listing the facility name, permit number, emergency contact information, as well as a list of non-acceptable wastes. 3. The facility accepts waste Monday through Friday from 7:00am to 4:00pm. The facility is closed on Saturday and Sunday. 4. The facility permit, operations plan, and training records were available and reviewed with operations staff. In accordance with 15A NCAC 13B .0405 (a)(7), ensure that facility staff are provided with no less than 8 hours of annual training updates which include a review of the operations plan and permit documents. Documentation of the training shall be placed in the operating record.

c) Matthew Apple, Certified Transfer Station Operations Specialist, TS-2022071, exp. 8/24/2025 6. Waste screening reports were reviewed and verified. Waste screenings are conducted on at least 5% of incoming loads, which are tracked and calculated in spreadsheets. It is recommended that screening reports specifically
documenting rejected loads are also retained in the operating record. 7. Interior roadways are of all-weather construction and are maintained in good condition. 8. Transfer trailers stored in the staging area appeared to be free of leaks. The trailer staging area and gravel driveway leading to the tipping floor apron were relatively clean and free of stained soils. Good job! 9. Multiple areas of the concrete apron leading up to the tipping floor remain damaged/cracked and susceptible to leachate retention. Mr. Hatmaker stated that the tipping floor and apron are scheduled to be resurfaced by the end of the year. It is recommended that Oil-Dri or an alternative absorbent material is used as frequently as necessary to remove leachate retained in damaged areas of the apron until repairs are made. 10. The tipping floor of this facility is designed with a gradual sloping grade to conduct leachate to scupper holes within the push wall. During this inspection, waste and sludge were observed partially obstructing the scupper holes. Ensure that all scupper holes and leachate drains are cleaned periodically throughout each day or as frequently as needed to ensure free-flowing conditions. 11. Permanent concrete curbing installed along the transfer trailer loading bay access road appeared to be functioning as intended and preventing leachate from contacting the adjacent soil. However, a trench-like strip of damaged concrete
outside the transfer trailer loading bay was observed to be retaining leachate and sludge, and some sludge had migrated over the curbing in this area. Damaged concrete outside of the trailer loading bay needs to be repaired to eliminate the buildup of leachate/sludge and the resultant escape from containment.
12. During this inspection, some windblown waste was identified along the southern fence line behind the adjacent evergreen trees. However, windblown waste overall continues to be properly managed, and the facility grounds were primarily free of windblown waste. Good job!
