Energy Carolinas, LLC (Duke Energy), and is being provided prior to installation of the South Starter
Landfill (SSLF) compacted soil liner (CSL) at the Duke Energy Allen Steam Station (Allen) for your
review and approval.
In accordance with the July 26, 2021 letter and June 16, 2023 Memorandum from the North Carolina
Department of Environmental Quality (NCDEQ), Division of Waste Management, Solid Waste Section
(Section), Duke Energy is submitting documentation that the Allen SSLF (Permit. No. 3620-INDUS)
complies with vertical groundwater separation requirements per the applicable North Carolina General
Statutes (NCGS) and U.S. Environmental Protection Agency (USEPA) coal combustion residuals
(CCR) Rule.
Upon the Section's review of the enclosed information, Duke Energy respectfully requests approval to
begin placement of CSL at the Allen SSLF. Duke Energy's landfill construction contractor is prepared to
begin placing CSL as soon as possible pending the Section's approval of the enclosed documentation.

This technical memorandum demonstrates vertical separation of groundwater from the base of
the 1-foot thick compacted soil liner (CSL) at the South Starter Landfill (Permit No. 3620-INDUS)
(SSLF or landfill), currently under construction at the Duke Energy Carolinas, LLC (Duke Energy)
Allen Steam Station (Allen or Site) (Figure 1).
Results of groundwater level monitoring within and surrounding the SSLF indicate that water
levels have decreased such that there is at least 4 feet of vertical separation between the water
table and the designed base of the SSLF CSL. Since about 2019, the water levels in the vicinity of
the SSLF have decreased as a result of ash basin closure activities, including cessation of sluicing
to the Active Ash Basin (AAB) located adjacent to the SSLF, maintenance decanting of the AAB,
partial removal of coal combustion residuals (CCR) within the AAB, and removal of native soils
as part of the construction of the SSLF. Water level decline in the vicinity of the SSLF was
further expedited by operation of a dewatering extraction well system along the north and
western portion of the SSLF. Installation of a gravity flow construction drain beneath the SSLF
subgrade and continued ash basin closure activities are expected to maintain groundwater
elevations in the area at levels at least 4 feet below the CSL, as supported by previously
submitted groundwater flow model simulation results (SynTerra, 2023).
BACKGROUND
Ash basin closure activities include excavation of CCR from the Retired Ash Basin (RAB), the RAB
Landfill, and the AAB (Figure 1). The CCR is planned to be placed in multiple on -Site double -
lined landfills currently being designed, constructed, and operated. The SSLF is one of four ash
basin closure landfills at Allen and is currently under construction. The North Starter Landfill
(NSLF) went into operation in December 2023 and is receiving CCR. Two other landfills are
currently in the design and permitting phase.

In a letter to Duke Energy dated July 26, 2021, the North Carolina Department of Environmental
Quality, Division of Waste Management, Solid Waste Section (Section) requested Duke Energy
provide data that demonstrate vertical separation requirements per the applicable North
Carolina General Statutes (NCGS), North Carolina Administrative Code (NCAC), and U.S.
Environmental Protection Agency (USEPA) coal combustion residuals (CCR) Rule, specifically 40
CFR § 257.60. Required vertical separation per the applicable NCGS, specifically, Article 9 130A-
295.6(f), is 4 feet of separation between the groundwater table and the 1-foot-thick compacted
soil liner (CSL). The composite landfill liner is placed above the CSL, which is equivalent to the
USEPA CCR Rule requirement of 5 feet of separation from the landfill liner. This memorandum
provides documentation to satisfy the minimum requirements to be included in groundwater
vertical separation submittals for CCR landfills as outlined by the Section provided in a
memorandum to Duke Energy dated June 16, 2023.
Previous assessment activities indicate that groundwater flow is generally from west to east
toward the Catawba River/Lake Wylie within three unconfined flow zones beneath the Site. The
flow zones include the shallow (saprolite), deep (transition zone, partially weathered rock), and
bedrock (flow within fractures of competent bedrock).

The SSLF was designed by AECOM (AECOM, 2021). The design was based, in part, on results of a
groundwater flow model that simulated the Site -wide estimated long-term seasonal high (LTSH)
groundwater elevations after excavation of CCR was complete and under steady-state
conditions (SynTerra, 2020). This modeling assumed that flow within the historical natural
stream channels would be restored after closure activities in the AAB, RAB, and RAB Landfill are
complete. The SSLF was originally designed to have at least 4 feet of vertical separation
between the post -closure simulated estimated LTSH groundwater and the base of the SSLF liner
system, plus a Site -specific factor of safety. In order to stay on the construction schedule to
meet regulatory -required ash basin closure deadlines, measures were taken to expedite the
time to achieve groundwater vertical separation at the SSLF. The SSLF base grades were raised
approximately 5 feet across the SSLF footprint, and a construction drain was added to the
design as a contingency to maintain water levels beneath the SSLF more than 4 feet from the
base of the CSL (AECOM, 2023). Additionally, a dewatering extraction well system was installed
and operated along the north and western portion of the SSLF (Figure 2).
Closure activities were initiated with decanting of the AAB in June 2019. Closure activities are
scheduled to proceed in a complex sequence of phases and are expected to be completed by
2037. Several of these activities are dependent upon completion of previous (critical path)
activities. Construction of the SSLF is among the initial critical phases that enable subsequent
phases to proceed. Therefore, conditions assumed by the LTSH modeling are not yet in place,
and in some areas, current groundwater elevations are higher than those predicted over the
long term by the LTSH model. Additional groundwater modeling was performed in 2023 to
evaluate the effectiveness of additional dewatering measures, namely the dewatering
extraction well system (discussed further below) and the construction drain beneath the SSLF

footprint subgrade (SynTerra, 2023). The model also incorporated other recent changes in Site
conditions, including closure activities and SSLF construction progress. The updated
groundwater model predicted that the dewatering system operation, as modeled, would
effectively lower water levels to greater than 4 feet below the CSL across the SSLF, which would
enable construction of the construction drain and the construction drain, as designed and
modeled, would maintain water levels to greater than 4 feet below the CSL across the SSLF
once the dewatering well system operations ceased.
Excavation of CCR and native soils for subgrade construction of the SSLF began in January 2023.
During excavation, interstitial water was removed with excavated solids. Water was also
removed via pumping from temporary construction trenches and sumps (primarily stormwater)
as well as groundwater extraction wells that comprised a dewatering well system along the
north and western portions of the SSLF. Water from the trenches, sumps, and extraction wells
was pumped into the AAB Polishing Pond for management through a National Pollutant
Discharge Elimination System wastewater permitted outfall.
The dewatering well system (Figure 2) was operated in a series of stages, including a pilot stage,
a full-scale stage, and a reduced stage. The pilot stage began operations on January 18, 2023,
and included an initial 11 wells. Additional dewatering wells were added to expand the
dewatering well system along the north and western portions of the SSLF and brought online as
a full-scale system (total of 50 wells) beginning on August 30, 2023. Each dewatering well was
installed to a total depth of approximately 70 feet below ground surface with approximately 30-
foot spacings between wells. The full-scale system was turned off on January 11, 2024, to allow
for groundwater equilibration and to observe the magnitude of the water -level rebound. A
subset of dewatering wells, as depicted on Figure 2, were reactivated on February 13, 2024, to
further reduce water levels in that vicinity and enable completion of the construction drain
(primarily the drain sump) within the SSLF footprint. After the construction drain was
completed, the entire dewatering well system was turned off on May 28, 2024.
The construction drain was designed and constructed in general accordance with the Permit to
Construct Modification Request 1 (AECOM, 2023), submitted on May 5, 2023 (Figure 2). To
manage potential groundwater rebound resulting from ceasing operation of the dewatering
extraction well system, the construction drain was designed so that drain laterals would collect
such groundwater and maintain levels no higher than approximately 4.5 feet below the base of
the CSL. With the construction drain in place and operational, the dewatering well system is no
longer needed, and therefore, each of the dewatering wells associated with that system is
planned to be abandoned.
GROUNDWATER LEVEL MONITORING ACTIVITIES
Groundwater monitoring at the Site has been conducted quarterly since 2015, including water -
level measurements obtained from monitoring wells in the vicinity of the SSLF. To improve
monitoring resolution within the footprint and in the vicinity of the SSLF, four piezometers
(SSLF-PZ-1 through SSLF-PZ-4) were installed within the SSLF footprint in May 2022 prior to

removal of native soils for construction of the SSLF. The piezometers were installed in the upper
portion of the shallow flow zone, with well screens set to total depths approximately 10 feet
below the "Target Elevation" (elevation of minimum 4 feet of vertical separation between
groundwater surface and design base of CSL).
The progression of excavation of the SSLF subgrade resulted in the need for piezometers SSLF-
PZ-1 through SSLF-PZ-4 and several preexisting monitoring wells to be abandoned and replaced
in areas inside and outside the SSLF footprint. Wells abandoned in the vicinity of the SSLF
included GWA-1S/D/BR, GWA-2S/D, CCR-21S/D, CCR-22S/DA (abandoned in June 2023), and
CCR-23S/D (abandoned in January 2024). Replacement or supplemental monitoring wells
installed in the vicinity of the SSLF that were monitored to support vertical separation
demonstration included CCR-28S/D, CCR-29S/D, CCR-30SA/D, CCR-31S/D, and CCR-32S/D.
Those replacement wells were installed adjacent to the SSLF and were used to support the
evaluation of water levels in the area.
The initial piezometers (SSLF-PZ-1 through SSLF-PZ-4) were abandoned in April 2023 to enable
SSLF construction. Once the excavation was complete to near the targeted elevation of the
Landfill subgrade, replacement piezometers (SSLF-PZ-1R through SSLF-PZ-4R) were installed as
close as possible to the initial piezometers and at two additional locations (SSLF-PZ-S and SSLF-
PZ-6) to increase the resolution of the water table across the SSLF footprint. These six
piezometers were installed as access became available (October 2023 through April 2024).
During monitoring well and piezometer installation, continuous soil cores were obtained and
described to characterize lithology. The monitoring wells and piezometers were constructed in
accordance with Title 15A NCAC 02C, Section .0100, Well Construction Standards. Each
piezometer consisted of a 2-inch diameter schedule-40 polyvinyl chloride flush -joint threaded
casings and screens fitted with prepacked filter sand. Boring logs with well and piezometer
construction diagrams are included in Appendix A.
After installation, the piezometers and monitoring wells were developed to remove drilling
fluids and solids (fine-grained silts and clays) that might have been introduced into the
surrounding formation and filter pack during installation and also improve hydraulic connection
of the well with the surrounding formation. A North Carolina -registered land surveyor
determined the location and elevation of the wells and piezometers (Table 1). Manual water -
level measurements were recorded weekly from the piezometers and select wells when access
was available. Manually recorded water levels, dating back to the approximate time when
decanting of the AAB began, and well construction information are summarized in Table 1.

The groundwater elevation has been decreasing in the vicinity of the SSLF since the cessation of
sluicing and AAB decanting. Water -level decreases were accelerated by SSLF construction and
dewatering activities. Hydrographs developed using representative data from monitoring wells
and piezometers in the vicinity of the SSLF are provided as Figure 3A through Figure 3F. The

hydrographs also include precipitation data, model -simulated groundwater elevations
(SynTerra, 2023), and key dates for the dewatering well system operation. Although there are
observable short-term fluctuations in groundwater elevations, likely due to precipitation
events, the overall trends are decreasing and consistent with model -predicted water level
changes due to ash basin excavation and dewatering. Since ceasing operation of the entire
dewatering well system on May 28, 2024, groundwater levels have consistently met the criteria
of being more than 4 feet below the base of the planned CSL elevation at each monitoring
location within the SSLF footprint. Groundwater levels have continued to decrease since that
time.
Groundwater elevation measurements were taken on June 3, 2024, from SSLF piezometers and
surrounding monitoring wells to develop a groundwater surface elevation map (Figure 4).
Groundwater elevations from monitoring wells and piezometers completed in the first water -
bearing flow zone (shallow flow zone) were used to develop the water level map. As shown on
Figure 4, groundwater in the vicinity of the SSLF generally flows from west to east.
Continued closure activities are anticipated to result in continued decreases in water levels in
the area of the SSLF. Those additional closure activities in the vicinity of the SSLF include
dewatering and excavation of CCR from within the AAB. The construction drain beneath the
SSLF subgrade is designed to maintain water levels below the required minimum 4 feet of
separation from the bottom of the CSL. Installation of the liner system in the SSLF and the
eventual installation of the cover system will reduce infiltration in the footprint of the SSLF,
further lowering groundwater elevations in the area of the SSLF.
The data included in this Technical Memorandum and other referenced documents satisfies the
requirements outlined in the Section's June 16, 2023, letter and documents that there is, and
with measures in place and operating as designed, would continue to be, at least 4 feet of
vertical separation of groundwater from the base of the CSL.
