ADDITIONAL COMMENTS
1. The purpose of the visit was to follow up on corrective actions and to introduce Jordan Russ, now assigned to
be Fort Liberty’s permit engineer with the Section, to view the CDLF, the closed MSW and the recycling area
over the closed LCID. Section staff Jordan Russ and David Powell met with Fort Liberty Staff at DPW office
then viewed landfills by vehicle and walking some of the sites. Jordan Russ contact information is (919) – 707
– 8229 or jordan.russ@deq.nc.gov. Site is on a U.S. military base, behind locked gate and fence with all-
weather roads.
2. The landfill had been mowed since the previous site visit. EOW markers have been replaced, access roads
have been repaired and improved. Spill ways features have also been repaired with trees and large shrubs
also removed and soil replaced where needed. Places that were previously bare and had some erosions have
now been repaired and mulch was applied to assist with erosion control and vegetation establishment. Good
job.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any

3. NW corner has not had the settled area addressed at time of inspection. Please repair the original slope to
closure plan requirements to allow stormwater to runoff, restrain erosion and prevent water to be
impounded over waste. Mr. Dan explained soil would be added soon. Any future settled areas should be
filled, regraded to meet the slope requirements of the closure plan and seeded as conditions allow.

4. Monitoring wells inspected during inspection had locks added and were repaired along with access to them
improved along the eastern side of the closed MSW. Good job. Any wells that are, or plan to be, abandoned
should be done so according to 15A NCAC 02C.

5. Corrective measures are necessary as a result of the inspection findings. Failure to ensure corrective
measures are complete may result in further compliance actions.
