November 2005 and June 2006 Limited Authorization to Place Recycling Operations on Portions of Certified Closed LCID. PURPOSE OF SITE VISIT: Comprehensive Inspection – Follow up STATUS OF PAST NOTED VIOLATIONS: NA FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 6 OBSERVED VIOLATIONS: NA ADDITIONAL COMMENTS 1. The purpose of the visit was to follow up on corrective actions and to introduce Jordan Russ, now assigned to be Fort Libertys permit engineer with the Section, to view the CDLF, the closed MSW and the recycling area over the closed LCID. Section staff Jordan Russ and David Powell met with Fort Liberty staff at DPW office then viewed landfills by vehicle and walking some of the landfills. Jordan Russ contact information is (919) – 707 – 8229 or jordan.russ@deq.nc.gov. The site is on a U.S. military base, behind locked gate and fence with all-weather roads. A letter, with corresponding map and operations plan, dated November 9, 2005, giving limited authorization to Fort Bragg for recycling operations on portions of the certified closed LCID 26G. The request from Fort Bragg, dated October 31, 2005, included stock piling clean concrete to be crushed for reuse, stock piling and grinding pallets and clean wood for mulch, stock piling and grinding yard waste and tree waste for mulch, stock piling soil for reuse, and stock piling Class “A” Bio-solids for mixing with soils and mulch for reuse. A follow up letter was dated June 8, 2006, from the Section for acceptance of final cover and extending the recycling operation approval. 2. Below in the photo is the front of the recycling operations area. The upfront area is where the scrap metal/white goods sorting and staging is being done. Behind that, is where concrete is being crushed on the right, and then pallet/YW chipping, grinding, and then composting in rear. Current operations mostly align with an approved map, just be sure and continue to go by what’s approved. Discussions onsite did involve some interest of Fort Liberty management to submit a revised operations plan to allow for more maneuverability in placement in the same footprint. However, the potential for increasing storage was also suggested. Fort Liberty should determine their needs, communicate with Section permitting and have a discussion once they are more certain what their needs involve. Then a path forward can be discussed, and Section permitting can explain what will be needed, such as possibly permitting the operation beyond what currently exists. This will save time for both entities and produce a better result. All and any changes need to be approved before any operation changes take place. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 6 Front of processing/recycling area. Scrap metal is mostly in this area. More in back is the concrete crushing and storage/processing area. There was a large volume of waste collected in the yard waste area and in need of processing/removal. There was a good amount of ground material in windrows as well. Be sure to keep enough separation in case of fires and access for firefighting should the need arise. Very minimal unapproved wastes were observed at all. Mr. Dan provided time/temp records for review, good job. However, there is some older waste that has begun growing large shrubs in the windrow while waiting to be mulched and composted. Waste must be processed faster and removed because this site is for staging and processing. Discussions onsite were that the waste was already scheduled to go to a large project on base, but it was delayed so it’s waiting for that to begin. Other avenues were discussed and should be ready in future for situations like this scenario to allow for waste to be removed and new waste to have room to be accepted. Windrows.
