The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photographs were taken by Lee Hill on July 12, 2024.
2. The facility hours of operation are Monday through Friday 7:30 am to 4:30 pm and Saturday 8:00 am to 2:00
pm.
3. Signs displaying the facility name, permit number, hours of operation, and that hazardous or liquid waste is not
accepted were posted at the entrance to the facility.
4. The site is secured by gates and fencing and natural terrain to prevent unauthorized entry.
Records Review
5. Certified Transfer Station Operations Specialists:
• Tracy Sellino (expires August 14, 2027)
• Dakota Webb (expires September 15, 2025)
• Anthony Holland (expires February 8, 2026)
6. Waste screening forms from August 31, 2023, to June 24, 2024, were available for review. The forms showed
the final disposition of any unacceptable waste that was encountered. The facility was performing adequate
waste screenings to meet the requirements of 15A NCAC 13B .0405(a)(8).
7. Cleaning records were available for review. The tipping floor, push walls, and truck loading bay are being
cleaned with a pressure washer no less than once per month and the inside building walls are being washed at
least twice per year as required by 15A NCAC 13B .0405(a)(11).
8. Leachate pump and haul records and system inspection logs were available for review. Leachate was pumped
and hauled on the following dates: September 13, 2023, December 1, 2023, December 26, 2023, January 9,
2024, April 2, 2024, and June 24, 2024.
9. Tonnage records were provided by email. The facility received 11,749.03 tons of waste from July 1, 2023, to
June 30, 2024.
Operations Inspection of the Transfer Station (5704T-TRANSFER-2008)
10. Commercial and residential customers dump their waste directly on the tipping floor Monday through Friday. The
transfer station tipping floor is not open on Saturday and customers dump their waste in a roll off container
located to the north of the scale house.
11. Windblown waste was minimal, and facility staff were actively picking it up at the time of inspection.
12. The access roads were of all-weather construction and were being maintained to be accessible by loaded
collection vehicles.
13. Minimal waste was on the loading bay floor and is being removed at the end of each operating day.
14. The leachate collection system in the loading bay was clear and appeared to be working as designed.
15. The facility had patched the holes noted in the August 31, 2023, inspection report; however, the wall had been
hit again, causing a patch to become dislodged. No waste was observed leaving the loading bay through the
hole. Repair the area to prevent the possibility of waste leaving the loading bay.
16. The trench drain at the entrance to the tipping floor was clean and appeared to be working properly.
17. The tipping floor and push walls were in good condition and no waste was on the floor at the time of inspection.
18. No loaded trailers were on site at the time of inspection.
Operations Inspection of the Yard Waste Treatment and Processing Area
19. The facility collects land clearing debris and yard waste to the southwest of the transfer building.
20. The facility is permitted to receive land clearing waste as defined in 15A NCAC 13B.0101(31) and wooden
pallets constructed of unpainted and untreated natural wood.
21. No unapproved waste was observed in the griding stockpile at the time of inspection.
22. The Yard Waste Treatment and Processing Area was well managed at the time of inspection.
Operations Inspection of the White Goods, Tire, Convenience and Recycling Areas
23. White goods are collected on a concrete pad and are taken to Macon County Landfill for further processing.
White goods containing refrigerants were being stored upright to help prevent the unintentional release of

refrigerants to the environment.
24. One trailer was staged to the north of the scale house to receive scrap tires. No tires were observed outside the
trailer.
25. The facility utilizes a roll off container for waste collection on Saturdays and the area was clean and well
managed at the time of inspection.
26. The facility collects used oil in a covered tank with secondary containment adjacent to the white goods storage
area. No oil was observed outside of the secondary containment area.
