STATUS OF PERMIT:
A Permit Approval to Operate A Scrap Tire Collection and Processing Facility was issued to Ben Bryant and New
River Tire Recycling, LLC on February 4, 2019. The permit shall expire at the close of business on December 20, 2024.
A Permit Renewal Application has been submitted to the Solid Waste Section for review.

None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility consists of a Scrap Tire Collection and Processing Facility for the collection and processing of scrap
tires.
2. The facility is permitted to receive tires from all states within the United States.
3. Gates were provided at the entrances to the facility to prevent unauthorized access.
4. Chain-length-fence is provided around the entire perimeter of the facility to prevent unauthorized access.
5. Phone service is maintained at the facility to ensure contact with local fire protection authorities in case of a fire.
6. No standing was observed within the concrete portions of the facility where tire collection and initial processing
activities take place.
7. An Emergency Preparedness Manual is provided under Appendix l of the approved facility application.
8. 2 years. Mr. Cagle stated and
inspection had not yet been performed for 2024 but was to occur in the near future.
9. Tonnage information will be reviewed upon submittal of the Facility Annual Report for 2022-2023.
10. All scrap tire storage areas were greater than 50-feet from all property boundaries.
11. All stockpiles of whole scrap tires were maintained within the permissible limit of 50,000-cubic feet.
Only scrap tires observed on the ground at the time of inspection were those being processed. In most
cases, tires are off-loaded via trailer tipper and immediately placed on conveyors to be processed.
12. No unacceptable waste streams were observed within the areas designated for stockpiles of unprocessed tires.
13. No fugitive dust was observed.
14. Since the previous inspection, construction of the new steel building on the west side of the facility designated for
maintenance purposes had been completed.
15. During the inspection, one stockpile of tire fluff and a small stockpile of 1-inch TDF was observed in the bulk
finished product outdoor storage area. All material was maintained within concrete bunkers.
All stockpiles appeared to be maintained within the permissible limits of 1,000-cubic yards.
16. Processed metal continues to be placed directly into bags for shipment to the metal vendor. All bags were
maintained under roof at the time of inspection.
17. Storm inlet protection was provided at all storm drains on the south side of the facility.
The interior of all storm drains was observed during the inspection. No material associated with collection
and processing activities was observed within the drains.
