Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. All photographs were taken by Lee Hill on July 8, 2024. 2. The facility is open to the public Monday through Saturday 7:00 am to 4:00 pm. 3. Waste is hauled by Atomic Transport to the Upstate Regional Landfill in Enoree, South Carolina for disposal. 4. The site is secured by gates and fencing to prevent unauthorized entry. 5. Signs displaying the facility name, permit number, hours of operation, and that hazardous or liquid waste is not accepted were posted at the entrance to the facility. 6. The facility is currently constructing an additional transfer building "Shed" behind Sheds 1 and 2. Record Review 7. Training updates are conducted monthly to meet the requirements of 15A NCAC 13B .0405(a)(7) and the records were available for review. 9. Cleaning and maintenance records were provided by email for review. The tipping floor, push walls, and truck loading bay are being cleaned with a pressure washer no less than once per month and the inside building walls are being washed at least twice per year as required by 15A NCAC 13B .0405(l 1). 10. Waste screening forms were available for review and met the requirements of 15A NCAC 13B .0405(a)(8). 11. Annual tonnage for the facility was provided via email. The facility received 122,437.73 tons of waste during the 2023-24 fiscal year, averaging 405.42 tons per day. Operations Inspection of the Transfer Station (4504T-TRANSFER-1998) 12. The transfer station consists of two pre-engineered buildings. Shed 1 is currently closed, and the floor and apron leading into the building are being replaced. 13. Windblown waste was minimal and well managed at the time of inspection. 14. The trench drain at the entrance to Shed 2 was observed and appeared to be working as designed. 15. The tipping floor and push walls in Shed 2 were in good condition at the time of inspection. The area behind the push walls was clean and no waste was observed. 16. No unapproved waste was observed on the tipping floor at the time of inspection. 17. Minimal waste was observed in loading bay tunnel and the leachate drain appeared to be functioning as designed. 18. Seven loaded trailers were on site at the time of inspection, and contracted hauler trucks were moving trailers during the inspection. All trailers appeared to be leak -resistant and meet the requirements of 15A NCAC 13B .0105. Any leachate lost from parked trailers is collected by a drainage system connected to the Cane Creek Sewer System. Four trailers were staged to receive scrap tires and fourteen scrap tires were stored outside the trailers. Ensure that all tires are placed in a trailer or covered with a water shedding material within ten days of receipt as required by 15A NCAC 13B .1107(2)(c). 20. Electronics are collected, sorted, palletized, and sent to eCycle Secure in Charlotte, North Carolina for processing. Operations Inspection of Area 5 21. The wood waste treatment and processing operation is permitted to receive land clearing waste and untreated/unpainted pallets. 22. Painted pallets were observed in a recently dumped load. The facility stages a dumpster in Area 5 to collect any unacceptable waste that is encountered. Ensure that any unacceptable material is removed and disposed of in the proper location. 23. The facility collects leaves and stores them separately across the access road. The collected leaves are used at the permit exempt Type 3 compost operation located adjacent to the treatment and processing area. Operations Inspection of the Household Hazardous Waste Unit (4504-HHW-2011) 24. Household hazardous waste is collected at the Citizen's Convenience Center located to the northeast of the transfer station. The convenience center collects recyclables, white goods, waste oil, antifreeze, batteries, used electronics, household hazardous waste and mercury products recycling. TV's and monitors are accepted with payment at the transfer station. 25. The permanent household hazardous waste collection unit is permitted to receive household hazardous waste (HHW) generated by residents of Henderson County. The facility may not collect radioactive waste, explosives, or infectious wastes. The HHW only operates on specific collection dates specified by the county. 26. The facility separates oxidizers, flammables, and pesticides and utilizes a lockable three compartment steel hazardous waste cabinet with under floor secondary containment for storage of the collected materials. 27. The facility collects mercury -containing devices and florescent lamps and bulbs from residents, and the materials are stored in a locked metal storage building. The fluorescent tubes and bulbs were observed to be stored in containers that were structurally sound and adequate to prevent breakage.
