STATUS OF PERMIT:
PTO Modification, Life-of-Site issued July 10, 2023; expires August 10, 2053. PURPOSE OF SITE VISIT: Follow-up Partial Compliance Inspection STATUS OF PAST NOTED VIOLATIONS:
A. 15A NCAC 13B .0405 (b), “Water that comes into contact with solid waste is leachate and shall be
collected from the site for disposal to an approved facility or discharged directly from the site into a sanitary sewer line.” RESOLVED: A soil assessment plan and supporting documentation was submitted to and approved by the Section, impacted soils were removed, and subsurface soils were satisfactorily sampled and analyzed.
Ben Kelly, Section Hydrogeologist, approved the sample results and stated no further action was necessary
in an email dated 6/12/2024. The design, size, and grade of the concrete pad and wall adjacent to the rear, northeastern accessway of the trailer loading bay has been reconfigured to prevent waste and leachate from escaping containment.

ADDITIONAL COMMENTS
This inspection was conducted for the purpose of resolving the Notice of Violation issued on 2/9/2024 and for
observing the recent physical improvements made to the transfer station.
1. The concrete pad outside the northeastern accessway of the trailer loading bay has been resurfaced, regraded, and increased in size. A concrete berm has been added to contain leachate, and the previous jersey barrier enclosure has been replaced with a taller, permanent, poured concrete wall. 2. During this inspection, transfer trailer #110 appeared to have an active leak. Upon closer inspection, a hole
had formed due to corrosion on the underside of the trailer. All other transfer trailers stored in the staging
area appeared to be free of leaks. Containment troughs were being utilized behind every trailer, though one trough was full of maggots and others contained dried leachate, attracting swarms of black flies. Ensure that trailer #110 is inspected for deficiencies and repaired as needed. Any soils or gravel impacted by leaking trailers should be removed and disposed of properly as soon as they are observed.
Containment troughs should be monitored and cleaned when necessary to prevent accumulation of vectors. 3. Facility grounds were clean and free of windblown waste. Good job! 4. The transfer station tipping floor has been replaced, and the damaged concrete bollard and surrounding concrete at the entrance to the trailer loading bay has been repaired. However, irregularities remain in the
concrete apron leading up to the tipping floor, causing leachate to continue to collect in these damaged
areas. It is recommended that the tipping floor apron be evaluated and repaired as necessary. 5. Leachate accumulation on the tipping floor and within the transfer trailer loading bay appeared to be consistent with a typical morning of operation. However, waste was partially obstructing the leachate drain in the trailer loading bay, causing leachate to pond on and around the drain. Continue to ensure that leachate
drains are kept clear of waste so that free flowing conditions are maintained and drains function as designed.
6. During this inspection, a blue drum was observed within the waste on the tipping floor. It was indeterminable if this drum contained liquid waste. Ensure that containers such as tubes, drums, barrels, and tanks are cut in half or perforated to ensure that no liquid or hazardous wastes are contained therein. 7.
