Gene,
After the air knifing investigation in 2017, we could not confirm the presence of the suspected pipeline. Here’s a
summary of the reports submitted for this site:
1.August 31, 2016:
o ATC submitted an Active Remediation Monitoring Report, documenting a receptor survey and
groundwater sampling.
o Ethylbenzene, total xylenes, and naphthalene exceeded the 2L Standards, but not the Gross
Contaminant Levels (GCLs).
o The site was classified as “Low” risk.
2.October 18, 2016:
o Cabaniss, Johnston, Gardner, Dumas & O’Neal, LLP (on behalf of AAA Cooper Transportation) requested
documentation regarding a former pipeline.
o NCDEQ issued correspondence requesting an investigation to confirm if any pipeline remained.
3.February 3, 2017:
o ATC supervised ground penetrating radar (GPR) and electromagnetic (EM) surveys to locate the
suspected pipeline.

o Results indicated a suspect underground structure along the perimeter fence on the AAA Cooper
property.
4.March 22, 2017:
o Non-destructive vacuum excavating activities (air knifing) were conducted by TWT to confirm the
presence of underground structures.
o The suspected pipeline was not encountered in any of the boring locations.
5.June 2017 - March 2018:
o Phillips 66 negotiated a new property access agreement with Total Petrochemicals.
o Soil and groundwater assessment activities were completed.
6.September 24, 2018:
o A Site Closure Request Report was submitted, recommending site closure
