A Permit to Operate Phase 1, Phase 1L-Cell 1, Phases 2 through 4 and a Large Type 1 Compost Unit was issued to
Cabarrus County on February 15, 2023. In accordance with N.C.G.S. 130A-294(a2), the Permit is for the life-of-site of the facility which is defined as the period from the initial receipt of solid waste at the facility until the facility reaches its final permitted elevations, which period shall not exceed 60 years. The Cabarrus County Landfill was approved to begin
waste receipt operations on April 11, 1988, therefore the CDLF Permit shall expire on April 11, 2048. The Permit to Operate the Large Type 1 Compost Unit shall expire on July 28, 2029.

ADDITIONAL COMMENTS
1. The facility consists of a closed MSWLF, a closed CDLF on top of a closed MSWLF, an active CDLF, a yard waste
area, a compost area and a convenience area for residential waste and recycling. 2. The landfill is permitted to receive solid waste generated within the following North Carolina counties: Cabarrus and counties contiguous to Cabarrus County (Iredell, Rowan, Stanly, Union and Mecklenburg).
3. Proper signage was observed at the entrance of the facility. 4. The facility is secured by a locked gate at the facility entrance. 5. Access roads are of all-weather construction.
Operation Inspection of the CDLF (1302-CDLF-2006): 6. Waste was being placed in Phase 4. 7. The facility receives approximately 100 tons of C&D waste per operational day. 8. The working face was small and well controlled. 9. No unacceptable waste was observed. 10. Windblown litter was well controlled. 11. Good vegetative cover was observed on inactive areas. 12. Edge of waste markers were being maintained. Operation Inspection of the Yard Waste Treatment and Processing Area and Compost Area (1302-COMPOST-2013):
13. Only Type 1 waste is accepted. 14. No unacceptable waste was observed.
Operation Inspection of the Scrap Tire Area: 15. Tires are collected in a covered trailer and stored properly.
Operation Inspection of the White Good Area: 16. White goods containing Freon are separated from other metals and stored in an upright manner. Records Review: 17. Reviewed the permit, operations plan, weekly inspection records that includes the soil cover log, scrap tire certification forms, training records, quarterly methane monitoring records, compost temperatures and random
inspection records (1 per week). 18. The 1st semiannual groundwater and surface water event performed in April 2023 and the 2nd semiannual monitoring
event performed in September 2023 were verified via the Division Document Database. 19. Certified Manager of Landfill Operations Certifications:
• Kevin Grant (expires 8/9/2026)
• Benjamin Russell (expires 2/3/2027)
• Randall Foster (expires 3/19/2027) 20. Certified Landfill Operations Specialist Certification:
• Tony Gainey (expires 1/25/25)
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
