Hi Claire, happy to provide some clarity on the stairwells (the text on these massive drawings is tiny):
Stair #1 is located among the lobby, leasing offices, and conference rooms and is being
depressurized.
Stair #2 is located off the parking deck among the electrical room, trash room, and water
supply/fire pump rooms and is not being depressurized. This stairwell is separated from the
nearby retail space (aka Plenum 5) by foundation walls and an elevation change, thereby
preventing it from being tied into the depressurized area.
The third feature circled on your markup in Plenum 2 looks very much like a stairwell, but it’s
actually just a bicycle storage rack.
I’ve attached a markup of Figure 3 from the VIMP calling out the four stairwells and bicycle storage
room, and I’ve confirmed the stairwell references throughout the VIMP are consistent with our
approach.
Also, understood on trench dams moving forward.

The Vapor Intrusion Mitigation System Design Submittal, Lake Wheeler Assemblage, Building A (Mid
Atlantic Associates, Inc., January 4, 2024) has been reviewed. Our only question is regarding the
depressurization of the stairwells.
Just to confirm, your comment on 1/4/2024 states, “Stair #1 (NE corner) has been incorporated into
the depressurization area. Stairs #2 and #3 are isolated away from and on different elevations than
the closest depressurization areas.” In the schematics, it looks as though both stair 1 and stair 3 are
colored yellow, as if they are depressurized. Please confirm which stairwells are depressurized and
ensure that the references to the stairwells in the VIMP are consistent.
Note that we are accepting the trench dam language as is, without trench dams, but designs in the
future should incorporate trench dams as default. If you have any questions, please let me know.

Really great to have met you! Appreciate you, Brad, and Lauren coming out to put eyes on. Smoke
tests are tedious, but they’re important and are good for keeping your eyes sharp. I wish it had been
a smaller testing area so we could have had time to walk the entire site. If you ever have interest in
doing that, I’d be happy to give you the full tour.
As I mentioned while on site, we’ve addressed your questions to the VIMP- thanks again for
reviewing. I’ve attached the extracted pages with our responses, and a link to a sealed Rev 2 of the
VIMP is below. Let me know if additional detail is needed or want to discuss.

Also, I asked about the anticipated occupancies. I was off… by about a year. Obviously tentative,
Building A is expected January 2026 and Building B is August 2026. Lastly, we’ll be able to provide
more color regarding the BFA after our meeting with the PD next week. Thank you for asking about

Hi Claire and Kelly,
Hope you guys had a great holiday season and that 2024 has gotten off to a solid start. I’m reaching
out regarding the VIMP for Building A at Lake Wheeler Assemblage which, as you know, we’re still
waiting on final approval of. We continue to feel heavy pressure from the PD regarding this approval.
Based on our ongoing communication with Holly, and that DEQ comments to the VIMP were
addressed in the same manner and timeframe as those for the Building B VIMP (which was
approved), we were under the impression that approval was somewhat imminent following
resubmittal on September 11. However, updates have been scarce leading up to and following
Holly’s departure. While recognizing Claire’s workload, the PD is concerned given the three-month
gap post-resubmission with construction actively ongoing.
Can either of you please provide an update on when we can expect review to be complete so that
we can relay to the project team? I’m more than happy to do anything I can to help facilitate. I didn’t
receive responses from previous correspondence on December 6 and 14, so if you would please
confirm receipt of this email, it would be much appreciated.
