They are currently testing the centrifuges as we discussed and will that testing will end on September 10. After that time, they will cease digestate handling until they have been issued the permit to operate. As you may recall, an earlier certification was provided on May 12, 2017 specifically for the as -built construction of the reception features of the facility. This second certification is being provided to address as -built construction of the digestate handling portion of the facility. For completeness, the enclosed as-builts also address reception features of the facility noted in the earlier certification, some of which have been updated with the current status. We have attached drawings pertinent to the digestate handling portion of the facility, with as -built notations to explain notable variances from the drawings submitted with the permit applications (Revision 0 dated September 25, 2014; Revision 1 dated March 4, 2015; Revision 2 dated March 15, 2015; and Revision 3 correspondence dated May 4, 2015 through September 4, 2015). Construction of the digestate handling systems is approximately 99% complete at this time of this certification submittal. Consistent with your concurrence indicated in your August 25, 2017 email, functional check out of the digestate handling systems by the various equipment manufacturers began August 28. The May 12, 2017 reception area certification noted several reception feature enhancements were underway. Status for these and related enhancements is provided below. • The reception building truck ramp has been modified to better direct rinse water to the catch basins at the top of the truck ramp (Photo 1). Metal skirts have been added to the truck hoppers and pipe bollards have been added at the top of the loading ramp to ensure the trucks are properly lined up to capture waste being dumped into the hoppers (Photo 2). Prior plans to up -size the liquid organic food waste (OFW) tank to 20,000 gallons for purposes of receiving liquid DAF float and other liquid putrescible OFW have been replaced with a direct unloading station, which will pump the putrescible liquid directly from the trucks to the bio-pulper tanks. Construction of this off-loading station is 75% complete and is comprised of a paved & curbed truck unloading pad, equipped with a drain that flows to the process water collection system (Photo 3). • The May 12, 2017 certification noted that the up -sized liquid OFW tank vent will be tied into the odor control system. Because the original smaller (5,300-gallon) tank is remaining in service only for non-putrescible liquids and will be drawn down daily, venting to the bio- pulpers for odor control is not required. • The elevated digestate dewatering system, comprised of centrifuges in a covered building and overhead conveyors, has been installed (Photo 4 & 5). The reception building exhaust system is being enhanced to provide better flow.
