STATUS OF PERMIT:
A Permit to Operate 0202T-TRANSFER-1998, Alexander County Transfer Station and 0201-CDLF-1997, Alexander
County CDLF was issued to Alexander County on July 31, 2023.
PURPOSE OF SITE VISIT:
Comprehensive Inspection

None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is permitted to receive solid waste generated within Alexander County only.
2. All waste is transported to Foothills Regional Landfill (Permit No. 1403-MSWLF-1998).
3. A gate was provided at the entrance to the facility to prevent unauthorized access.
4. The facility had proper signage.
Records Review:
5. The Permit to Operate and Operations Plan were current and available for review upon request.
6. Waste tonnage reports were reviewed for June 2023 through May 2024. The facility received 24,045.01-tons of
waste during that time.
7. Waste Screening Reports were verified for May 15, 2023 to June 24, 2024. The screenings were performed with
adequate frequency and provided good documentation of observed unacceptable waste streams and final
disposition of those wastes.
8. Cleaning and maintenance records were being maintained as required.

Operations Inspection of the Transfer Station:
10. No unacceptable waste streams were observed.
11. Windblown waste was well managed.
12. A small amount of waste was observed on the floor of the trailer loading bay at the time of inspection. Please
ensure all waste within this area is collected and properly disposed of at the conclusion of each operating day.
13. Leachate drains within the trailer loading bay could not be observed due to a trailer being staged over the drains.
However, there was no standing liquid or other issues that would indicate the drains were not functioning properly.
14. Majority of interior walls were free of residues at the time of inspection with the exception of the two corner
portions between the sidewalls and trailer loading bay. Please ensure these areas are cleaned during the next
pressure washing event.
Operations Inspection of the White Goods Area:
15. White goods were being collected on a dirt pad located west of the scale house.
16. All white goods containing chlorofluorocarbons (CFCs) were stored in an upright manner at the time of inspection.
17. This area was well managed.
Operations Inspection of the Tire Collection Area:
18. All tires were being maintained in one of two covered trailers provided for tire collection.
19. This area was well managed.
Operations Inspection of the Yard Waste and Treatment and Processing (Wood Grinding) Area:
20. Land clearing debris, pallets and yard trash (leaves and grass clippings) were being maintained in separate
stockpiles.
21. Adequate access had been provided around all stockpiles of ground and unground material.
22. No standing water was observed.
23. No offensive odors were observed.
24. No unacceptable waste streams were observed.

Supporting Comments:
25. The facility operates an asphalt shingle collection area west of the transfer station building.
Shingles are collected within concrete buttresses to contain the shingles within the designated area.
Signs were posted detailing acceptable and unacceptable materials.
No unacceptable wastes were observed.
All shingles were being maintained to the designated area.
26. Alexander County operates a beneficial fill area on the west side of the Treatment and Processing Area near the
shingle collection area.
An inspection of the beneficial fill found no unacceptable materials.
27. During the inspection, Mr. Mitchell explained that a fire had occurred at the facility on May 1, 2024. The fire
started in a transfer trailer loaded with municipal solid waste. The trailer was located at the staging area adjacent
to the transfer station building. The fire spread to a second trailer, igniting the waste within the second trailer as
well. Fire crews responded to the fire and extinguished the flames.
The Solid Waste Section was not given verbal notice within 24-hours of the fire or provided a written
report within 15-days of the fire occurrence as required in 15A NCAC 13B .0405(a)(3)(D).
Proper reporting procedures were discussed with Mr. Mitchell during the inspection.
Mr. Mitchell submitted a Facility Fire Occurrence Notification to the Solid Waste Section on June 26,
2024. Please ensure proper notification procedures are followed in the future.
