(Mid-Atlantic) is submitting this Receptor Survey on behalf of Dix 3 Owner LLC, Dix 4 Owner LLC, and Dix P2 Owner LLC, co-Prospective Developers for the Lake Wheeler Assemblage site (Figure 1) located at the following addresses: 1127, 1123, and 0 Lake Wheeler Road, 1018, 1022, and 1030 South Saunders Street, and 1000 and 1020 Hammell Drive in Raleigh, Wake County, North Carolina (Site). The scope, as determined in the Brownfields Property Receptor Survey form (Attachment A) provided by the Brownfields Redevelopment Section, defined the following search radii: Utilities: o Sanitary Sewer and Storm Sewer - 100 feet o Septic - 500 feet o Water Line - 100 feet o Natural Gas - 100 feet o Buried Telephone/Cable Main - 100 feet o Electrical Cable Main - 100 feet Places of Public Assembly: o School – 1,000 feet o Church – 1,000 feet o Daycare – 1,000 feet North Carolina Brownfields Redevelopment Section – Receptor Survey Lake Wheeler Assemblage June 19, 2024 Page 2 of 3 Raleigh, North Carolina Brownfields Project Number 25075-21-092 Wells o Private Water-Supply Wells – 1,500 feet o Irrigation Wells – 1,500 feet o Public Wells - 5,280 feet (one mile) Other Potential Receptors o Residences – 1,000 feet o Basements – 1,000 feet o Surface Water – unspecified search radius On April 30, 2024, Mid-Atlantic personnel conducted a visual survey of the area surrounding the Site to document the location of utilities within a 100-foot radius and to identify possible places of public assembly (i.e. schools, churches, daycares, etc.), private water-supply and/or irrigation wells, basements, and surface waters within the defined search radii. As shown in Figure 2, the surrounding area is currently serviced by electric and water lines. Information provided by the PD was used to confirm the locations of these utilities, as well as the location of future natural gas and telecommunication lines to be installed in the coming months. Mid-Atlantic used information available on the Wake County iMaps GIS database to determine the locations of public storm sewers, storm water channels, and sanitary sewer utilities that also serve the area, which are identified on Attachment B. As shown in Figure 3, three places of public assembly and several residences were identified within the 1,000-foot search radii. No basements were identified within the 1,000-foot search radius. No water-supply wells, irrigation wells, and/or public water supply wells were identified within the 1,500- foot search radii. Mid-Atlantic also referred to the North Carolina Department of Environmental Quality (NCDEQ) Source Water Assessment Program’s (SWAP) SWAPInfo 2.0 GIS database for additional information, which did not identify public water supply sources within the one-mile search radius. The nearest surface water body identified was Rocky Branch located approximately 400 feet east of the Site. Using information obtained from our visual survey, Wake County iMaps, NCDEQ’s SWAPInfo 2.0, and information provided by the Site’s PD, Mid-Atlantic has completed the Brownfields Property Receptor Survey form, which is provided as Attachment A.
