PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS This facility is permitted to receive Household Hazardous Waste (HHW) generated within Wake County, or in accord with an agreement, from other counties. To qualify as HHW the waste must be: (a) Generated by individuals on the premises of a residence for individuals (a household), and (b) Composed primarily of materials found in the wastes generated by consumers in their homes. 1. Wake County contracts with Republic Services (formerly Ecoflo) to manage operations of the HHW facility. A responsible individual trained in facility operations is on-site during operating hours, which are Saturday and Sunday from 8:00am to 4:00pm. 2. The facility was adequately secured by a fence with a locking gate to prevent unauthorized entry. Signs were posted at the entrance to the facility stating the hours of operation and other pertinent information. 3. The facility permit and operations plan were available on-site and were reviewed with Mr. Parsons, Site Supervisor. Training records were not available during this inspection. Ensure that hard copies of the most recent February 7, 2022 permit and January 2021 Operations Plan are kept onsite and periodically reviewed with facility staff. Also ensure that facility staff have completed the necessary training outlined in section 1.9 of the approved 2021 Operations Plan, and that documentation is maintained in onsite records. 4. During this inspection, daily logs of received materials and shipping manifests were observed to be sporadic and incomplete. Mr. Parsons stated that shipping and receiving records are stored electronically by his supervisor. Ensure that records of the amount of HHW received at the facility, daily logs of waste received and origins of the loads, as well as shipping manifests, are up to date and maintained onsite. 5. The facility was generally clean and organized with a layout conducive to good traffic flow. 6. Operations Plan, Section 1.5.6, “Any containers containing HHW are not opened, handled, or stored in a manner that may rupture the container or cause a leak. The containers remain closed throughout storage except if, and when, waste addition is necessary.” At the time of this inspection, which occurred outside of operating hours, several collection drums containing HHW were found to have unsecured lids, and the LCM collection boxes were observed to be overfilled and stored open-ended in a horizontal position. HHW collection drums and boxes are susceptible to spills and leaks when stored in an unsecured and unstable manner. Mr. Parsons emailed pictures to Mr. Davis on 6/5/2024 (see below) showing all drum lids had been secured and that the overfull LCM collection boxes had been removed. Continue to ensure that all HHW containers and collection vessels are securely stored and removed for disposal when full. 7. During this inspection, numerous IBC totes containing various HHW were not labeled or marked clearly, possessing multiple out-of-date labels and/or conflicting markings. Unlabeled or mislabeled totes and collection vessels pose potential risk to the health and safety of facility personnel and visitors. Mr. Parsons emailed pictures to Mr. Davis on 6/5/2024 (see below) showing out-of-date labels and markings on IBC totes had either been removed or covered with black paint. Continue to ensure that all HHW collection containers and vessels are accurately labeled or marked clearly with the type of HHW, date upon which each period of accumulation begins, and with the words “Hazardous Waste”. 8. At the time of this inspection, the secondary containment sump located outside the enclosed prefabricated storage unit held stormwater containing surface sheen and litter. The grate covered spill containment area which makes up the prefabricated storage unit flooring system was also in need of cleaning. Ensure that secondary containment sumps and drains are kept free of litter and pumped/cleaned as often as needed to maintain proper functionality. 9. Two charged fire extinguishers and a fire suppression system located in the prefabricated storage unit provide adequate fire containment/protection. 10. At the time of this inspection, the containment trough surrounding the used motor oil collection tank contained excessive oil and MSW waste. Used motor oil had been spilled on the surrounding concrete and appeared to have accumulated over time. Oil container collection barrels were stored uncovered and contained oil. Mr. Parsons sent Mr. Davis a picture on 6/5/2024 (see below) showing that the container collection barrels had FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 4 been moved under roof. Ensure that overflow oil within the containment trough is pumped/siphoned as periodically or as needed to prevent the occurrence of spills. MSW waste and oil containers should be removed from the containment trough at the end of each day. Oil-Dri or other absorbents should be utilized immediately to mitigate spills and any residual oil cleaned up as necessary to avoid discharge of pollution to the surrounding environment. 11.
