A Life of Site Permit was issued on May 28, 2024. The permit includes the Permit to Construct Phases 4 and 5 and the Permit to Operate Phases 1, 2, 3 and Phase 4, Cell 1 and 2 East. Life-of-site ends when the facility reaches its final permitted elevations, or not later than December 12, 2060, which is 60 years from the initial approval to receive waste. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any

ADDITIONAL COMMENTS
1. The facility consists of a MSWLF and a drop-off convenience area for residential waste. 2. The facility is permitted to receive solid waste generated from within the States of North Carolina and South
Carolina, consistent with the local government waste management plan and with the franchise approved by the Anson County Board of Commissioners. The facility must not receive solid waste from transfer stations that accept solid waste generated in states other than North Carolina and South Carolina.
3. The permit approves the continued operation of Phase 1-3, and Phase 4, Cells 1 and 2 East, as well as the onsite environmental management and protection facilities as described in the approved plans. A horizontal and vertical expansion was approved. The horizontal expansion added 65.34 acres to the landfill footprint, and the
vertical expansion increased the height by 70 feet, from elevation 490 to elevation 560. Phase 5 is a new phase, and the layout of existing Phase 4 was reconfigured. Location of the phases and cells are shown on drawing in File ID 1846976. 4. Proper signage was observed at the entrance of the facility. 5. The facility accepts approximately 3,500 - 4,000 tons per day. 6. The following alternate daily covers are approved: (1) tarps, (2) petroleum contaminated soils, and (3) auto shredder fluff. 7. The site visit included a preconstruction meeting for Phase 4, Cell 3A and 3B. Operations Inspection of the MSWLF: 8. Waste was being placed in Phase 4, Cell 2 East.
9. The facility utilizes three tippers. 10. No unacceptable waste was observed. 11. Edge of waste markers were being maintained. 12. Access roads were well maintained. 13. Additional gas extraction wells were being added to the landfill.
14. Leachate recirculation is not being conducted. 15. The leachate storage area consists of two 250,000-gallon leachate storage tanks and a leachate storage basin consisting of an in-ground storage tank constructed of lined cast-in-place concrete and are in good working condition. 16. The leachate storage tanks are kept empty and are available as back-up to the leachate storage basin.
Operations Inspection of the Yard Waste Treatment and Processing (Wood Grinding)/Composting Area: 17. Yard waste was observed accumulated at the entrance of the yard waste/composting preventing access. It was discussed with facility staff that proper access needs to be provided to the yard waste area. 18. The facility is not actively composting at this time. Ground material is used within the landfill. No material is distributed to the public.
Records Review: 19. Random load inspection records were reviewed. The facility conducts 10 random load inspections per day. 20. Special waste determination and asbestos protocols were reviewed. A random sampling of waste determination records was reviewed.
21. Quarterly methane monitoring records were reviewed. No exceedances above applicable standards were recorded. 22. A random sampling of scrap tire certifications forms was reviewed. The forms appeared to be properly completed. 23. Remote camera inspections of the leachate lines were conducted in 2023. 24. The 1st semiannual groundwater, surface water and leachate monitoring event performed in April 2023 and the 2nd semiannual monitoring event performed in November 2023 was verified via the Division Document Database.
25. The leachate is pumped from the leachate storage basin to the Anson County WWTP via a force main. 582,509 gallons of leachate was discharged in May 2024. 26. Certified Manager of Landfill Operations Certification:
