PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 1. This facility is currently being used as a dumpster refurbishing, painting, and storage area. All MSW is going to the 9808T-TRANSFER-2000. This facility serves as a backup for 9808T in the event of a major breakdown. The staff indicated that to start back transfer station operations would require an electrical change and the removal of stored dumpsters and stored waste compactor, and extra compactor controls. 2. New metal bars has been installed in the transfer station bay, to prevent any incidental dumping of waste into the pit at the transfer station. 3. As the waste compactor, and controls stored onsite, age out of service, and can no longer be used for their intended purpose, a determination should be made for appropriate disposal or recycling. One controller observed being stored on the concrete under the covered transfer station loading bay, appeared to have leaked. Please clean up any leaks from equipment promptly. 4. I would recommend that the leachate system is periodically tested to ensure that the line isn’t clogged to the sewer pipeline and confirm the alarm system is working. 5. Road is made of all-weather materials. 6. Facility is secured by chain link fencing and locking gates. 7. Facility has adequate signage. 8. Be sure to still operate the facility by ALL permit conditions. This includes all permit records and reporting requirements. A copy of the most recent annual report was presented and reviewed on-site. Zero waste was reported as received at the backup facility in 2023-2024, and the facility is inactive. Any changes to the operations or facility must be submitted to the permitting branch for approval. 9. The staff provided a copy of the work order for the stormwater pond clean-out to be started in August 2024. Wilson County holds General Stormwater Permit NCG08955, and staff indicated that the facility uses Stormwater Services Group, LLC to conduct stormwater sampling at the stormwater outfall as required. Some green tint (green paint was being used onsite for painting dumpsters) and sheen were observed at the forebay of the inspection. Please confirm soil removed from the stormwater forebay, pond, and outfall is not impacted by any regulated pollutants before moving offsite, either by knowledge, or complete waste determination testing and disposal of soil as appropriate. 10. Wilson County internal training records were reviewed, and a monthly safety training program had been implemented. Please remember to have your current permit and operation plans up to date, and accessible to operators. Please incorporate the permit and operations plan in with the training program. Please encourage your third-party operators, when contracted to operate the transfer station, to keep their training up to date and to provide Wilson County with the training records. Eight hours of annual training is required. 11. Corrective measures for items above in bold type are necessary as a result of the inspection. 12.
