The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is open to the public Monday through Friday, 7:30 am to 3:45 pm and on Saturday from 7:30 am to
12:00 pm.
2. The facility is secured by gates, fencing, the Valley River, and other natural terrain to prevent unauthorized
entry.
3. Signage was posted at the entrance to the facility displaying the name of the facility, permit number, hours of
operation, and that no liquid or hazardous waste is accepted at the site.
Records Review
4. The permit and operations plan were available for review upon request.
5. Tonnage records from July 1, 2023 to June 19, 2024 were reviewed. The facility accepted 17,435 tons of waste
for disposal during that time.
6. Landfill gas monitoring is being conducted quarterly. Monitoring was conducted at all monitoring wells, the
scale house, the bailer building, and the maintenance shop, and no exceedances were recorded.

9. Waste screening forms from January 5, 2023 to June 12, 2024 were available for review. Waste screenings were
being conducted in accordance with the operations plan and the forms showed the final disposition of any
unacceptable materials that were encountered.
Operations Inspection of the MSWLF Unit (2002-MSWLF-I998)
10. The facility is currently filling in Phase 5, Cell 2.
11. The access roads around the facility were of all-weather construction and were being maintained in good
condition at the time of inspection.
12. Windblown litter was minimal and well managed at the time of inspection.
13. The working face was of adequate size and no unapproved wastes were observed at the time of inspection.
14. The top of the landfill cell and the side slopes had good soil cover. The facility had recently finished grading on
the eastern slope of Phase 5, Cell 2 and were waiting for favorable conditions to seed the area.
15. The side slopes of Phases 1 and 2 were stable and had good vegetative cover at the time of inspection.
16. The rain cover was torn in multiple of areas on the north side slope of Cell 2. The rain cover should be
repaired to prevent erosion of the protective soil cover and the possibility of damaging the liner system.
17. The leachate pond had adequate freeboard, and upon visual inspection, no deficiencies were noted with the
liner.
Operation Inspection of the White Goods. Scrap Metal. Scrap Tire. Grinding. and Electronic Waste Areas
18. The grinding area is located to the southeast of Phase 5 and boundary markers are installed to delineate the area.
No unapproved material was observed in the grinding area at the time of inspection.
19. Scrap tires are collected in two van trailers which are parked adjacent to the leachate pond. No tires were being
stored outside at the time of inspection.
20. White goods containing refrigerants are collected and stored on the northeast side of the recycling building. All
units were observed to be stored upright to help prevent unintentional release of refrigerants.
21. Electronics are collected, palletized, and stored to the southeast of the scale house and then sent to a certified
recycling company for processing.
