In accordance with 130A-294 (a2) this permit is for the life-of-site. Life-of-site ends when the facility reaches its final permitted elevations or by December 17, 2057. PURPOSE OF SITE VISIT: Partial Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 6 ADDITIONAL COMMENTS 1. David Powell met with Cumberland County staff to inspect the CDLF/Closed MSW and the Current MSW. MSW operations are still in Cell 9/10 on the North end of landfill. The Closed MSW/Active CDLF also has the “Balefill Project” which includes excavation of older buried waste, screening to separate soil from trash. That waste is brought to the active MSW working face for disposal. This is a partial inspection with a comprehensive that will be done later this year which will include records review etc. Site was mowed in some areas with others awaiting mowing. A notification document was discussed onsite that was about to be sent to NCDEQ notifying of Pre-Regulatory Landfill excavation south of the Closed MSW/CDLF. This was later sent via email. The transfer station area has had trees removed and soil pad being created. 2. The working face was a little large. There was exposed waste on surrounding areas as well some windblown along access roads. No unapproved wastes were observed. ADC and tarp are used for cover. Windblown was actively being picked up by county staff upon arrival and during inspection. Ms. Bader pulled staff from other areas to begin covering surrounding areas of working face that needed additional cover. Later that evening, photos of the areas were emailed as confirmation to Mr. Powell. Please be sure these areas always have the correct soil cover, as referenced in 15A NCAC 13B .1626, before moving the working face and don’t forget additional cover on older cells/phases and surrounding areas. Balefill operations at the Closed MSW/CDLF are halted temporarily while the equipment is being used in conjunction with the pre regulatory landfill (PRLF) as it’s being excavated south of the Closed MSW/CDLF. It is suspected by the county that this area is an extension of the closed MSW’s waste, but that evaluation is ongoing. The areas south of the southern access road, beyond the CDLF and Closed MSW, have had the timber removed, and excavations have begun. Many tires were discovered, some cut in half and others whole. Beside the working face on the active MSW, the screening equipment is setup cleaning and separating soil from the tires to “clean” them to go to Central Carolina Tire.
