Box 190 Albemarle, NC 28002 RE: Report of Soil Assessment – Leachate Release - May 2024 City of Albemarle Landfill Permit #8401-MSWLF-1999/8401-CDLF-1997 City of Albemarle FID 1883155 Dear Mr. Preslar: The Solid Waste Section (Section) has reviewed the Report of Soil Assessment – Leachate Release May 2024 (FID 1883149) submitted on behalf of The City of Albemarle by Bunnell Lammons Engineering, Inc. (BLE). The soil assessment was conducted in accordance with the plan approved by the Section on May 14th, 2024. At the conclusion of the force main relocation project, it was returned to service and approximately 30 gallons of leachate flowed from the top of the manhole into a 4’ by 7’ trench. Leachate was removed using a vacuum truck and impacted soil was also removed and disposed of at the landfill. BLE collected a background soil sample (SA-4) from the spoils pile generated by the trench excavation. A compliance soil sample (SA-6) was collected from the bottom of the trench after impacted soil was removed. The soil samples were analyzed for: Appendix I constituents, 1,4-dioxane, total phosphorus, sulfate, nitrate, and pH. Analytical results were compared to the Preliminary Soil Remediation Goals (PSRGs). There were no reported detections of volatile organic compounds or 1,4-dioxane in either soil sample. Total arsenic and total chromium exceeded the PSRGs at similar concentrations in both soil samples. There were no additional metal constituents reported at concentrations exceeding the PSRGs. Based on the assessment results, BLE concluded that the remaining soil in the area of concern was not impacted by the leachate release. The Section agrees with BLE’s, conclusion and additional assessment related to the leachate release in not required.
