The landfill’s physical address is 40592B Stony Gap Rd, Albemarle, North Carolina. The City of Albemarle owns and operates an active Subtitle D Municipal Solid Waste Landfill (MSWLF) which includes Phase 1 and Phase 2 and an active Construction and Demolition Landfill (CDLF). The active CDLF was constructed over the top of the Unit 1 portion of a closed MSWLF. The closed MSWLF consists of Unit 1 (closed in October 1991) and Unit 2 (closed prior to June 1999). Leachate from the landfill is sent to the City of Albemarle’s wastewater treatment facility located northwest of the landfill via a subsurface force main. An approximately 600-foot long section of the force main located beneath U.S. Highway 52 Business required relocation via abandonment and replacement (Figure 1) as part of a road construction project. BLE was retained by the City of Albemarle to provide construction quality assurance (CQA) during the leachate force main relocation activities. The force main relocation project occurred from approximately April 19, 2024 through May 1, 2024. On May 1, 2024 the relocated force main was returned to service. The leachate force main was turned on at the landfill and it was observed that approximately 30 gallons of leachate flowed from the top of manhole into an open trench (dimensions approximately 4-foot by 7-foot ) near station 0+00 within the construction area (Appendix A). The release was due to an air-release valve malfunction which was subsequently remedied. BLE personnel were on-site documenting the final day of construction activities (grouting of the closed section of force main piping) when the release occurred. The leachate was immediately removed from the trench via vac truck by the City of Albemarle and properly disposed. Impacted soil in the trench was removed by the on-site contractor (Carolina Environmental Construction, LLC [CEC]) and transported to the landfill by the City of Albemarle for disposal. The City of Albemarle notified Ms. Teresa Bradford of North Carolina Division of Waste Management (DWM) – Solid Waste Section (SWS) of the release on May 1, 2024. BLE was retained by the City of Albemarle to prepare a sampling plan (Plan) in general accordance with the SWS Leachate Release Sampling & Analysis Guidelines (LRG) updated January 5, 2023 and submit the Plan to the SWS for approval. The Plan (dated May 7, 2024) was approved by the SWS on May 14, 2024. This report documents the work performed and results of the assessment actions in the approved plan. 2.0 FIELD ACTIVITIES, SAMPLING, AND ANALYSIS BLE personnel were onsite on May 1, 2024 to observe and document the leachate force main abandonment activities. The onsite BLE personnel collected soil samples in general accordance with the LRG and SWS approved Plan. The soil sampling locations are shown on Appendix A. Sample locations and sampling methodology are described herein. Report of Soil Assessment – Leachate Release May 2024 June 24, 2024 City of Albemarle Landfill – Albemarle, North Carolina BLE Project No. J23-7013-28 2 of 3 2.1 Soil Samples Two (2) soil samples were collected as described below. • Background Soil Sample – One soil sample was collected from the spoils pile generated during the initial excavation of the trench to serve as the background for analytical result comparison. The soil was removed from the trench prior to the leachate release. This sample location was designated SA-4 BACKGROUND. • Compliance Soil Sample – One soil sample was collected from the bottom of the trench after visually impacted soils were excavated and removed. This sample location was designated SA-6 DRY BOTTOM. 2.2 Sampling Methodology The soil samples were discrete grab samples. The background sample was collected by hand directly from the spoils pile. The compliance sample was collected from the excavator bucket from a depth between one to two feet below the trench bottom. Both samples were delivered to Pace Analytical Services (Pace) in Columbia, South Carolina (a North Carolina certified analytical laboratory) for analysis as specified in the guidance, as follows: • Appendix I Constituents (Volatile Organic Compounds [VOCs] and Total Metals); • 1,4-Dioxane; • Total Phosphorus; • Sulfate; • Nitrate; and, • pH. 3.0 RESULTS The results of the soil laboratory analyses are summarized in Table 1 and the laboratory analytical data is included in Appendix B. No concentrations of VOCs or 1,4-Dioxane were detected in either of the soil samples. Various total metals were detected in each of the soil samples. Metals detections included total arsenic, total barium, total beryllium, total chromium, total copper, total lead, total nickel, total silver, total vanadium, and total zinc (Table 1). The detections of total arsenic and total chromium exceeded the established PSRGs in both the background and compliance samples. None of the detected concentrations of the remaining metals exceeded the PSRGs. Total phosphorus, sulfate, and nitrate were detected in the soil samples. Additionally, pH was measured in both soil samples. There are no established protection of groundwater PSRGs for phosphorus, sulfate, nitrate, or pH. Report of Soil Assessment – Leachate Release May 2024 June 24, 2024 City of Albemarle Landfill – Albemarle, North Carolina BLE Project No. J23-7013-28 3 of 3 4.0 SUMMARY AND CONCLUSIONS BLE prepared a soil assessment plan as the result of a leachate release at the subject location (Figure 1). The Plan was approved by the SWS. BLE performed an assessment of soil in general accordance with the approved Plan. One background and one compliance soil sample were collected. Detections of total arsenic and total chromium exceeded the protection of groundwater PSRG in both soil samples. However, the detected concentrations of both total arsenic and total chromium in the background sample exceed the detected concentrations in the compliance sample (Table 1). The leachate release was observed by personnel who were at the construction site and conducted immediate remedial actions. The impact of the leachate release was very limited in extent due to the presence of the existing trench and short duration due the immediate actions of on-site personnel. We conclude that the data indicates that the constituents detected in the soil are not the result of a leachate impact. We understand that additional testing for arsenic or chromium using the Synthetic Precipitation Leaching Procedure (SPLP) is not required by the SWS. 5.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in hydrogeological and environmental assessments of this type. Our evaluation of site conditions has been based on our understanding of the site and project information and the data provided to BLE. This report has been prepared on behalf of and exclusively for the use of the City of Albemarle, North Carolina. This report and the findings contained herein shall not, in whole or in part, be used or relied upon by any other party (excluding the SWS) without BLE’s prior written consent.
