Dear Ms. Drummond:
Smith Gardner, Inc. (S+G) is pleased to submit documentation of the construction activities
performed in accordance with the Landfill Gas Mitigation Work Plan (Plan)' for remediation
of landfill gas exceedances near the property boundary at the Avery County Closed MSW
Landfill (Permit No. 06-01).
Avery County (County) contracted with Advance One Development, LLC (Al) to expand the
existing landfill gas (LFG) system in accordance with the Plan. A brief project description
and supporting documentation is presented below. Photographic documentation of the
project is provided in Attachment A and Record drawings are provided in Attachment C.
LANDFILL GAS EXTRACTION WELLS
Al subcontracted Geologic Exploration (Geologic) to drill four (4) extraction wells. Prior to
drilling, the location and elevation for each well was surveyed by S+G. The survey
information was verified and approved by S+G to confirm the allowable well depth'. Geologic
drilled and installed the LFG extraction wells between April 22 and April 24, 2024. The LFG
Extraction Wells were drilled eight (8) inches in diameter and constructed using four (4) inch
diameter schedule 80 PVC pipe. The wells were assembled using slotted and solid PVC pipe.
The top 10 feet below ground surface for each well includes solid piping with one (1)
bentonite seal and soil backfill.
In general, the wells were constructed as follows:
1. Approximately one (1) foot of NCDOT No. 57 stone was placed in the bottom of the
well;
2. The pipe casing was then installed, with the slotted section ending approximately 10
feet below the ground surface;
3. The well was then backfilled with additional NCDOT No. 57 stone to approximately
eight (8) feet below the ground surface, which was about two (2) feet above the
perforated section;

4. Approximately one (1) foot of soil backfillwas added to approximately seven (7) feet
below ground surface;
5. Approximately six (6) feet of bentonite seal was added to approximately one (1) foot
below ground surface; and,
6. The annular space was completed with soil backfill to the ground surface.
Boring logs were recorded for each installation and are provided as Attachment B of this
report. Well locations are provided on the Record Drawings presented in Attachment C.
LANDFILL GAS COLLECTION PIPING
All of the piping was installed by Al in May 2024. The installation of the transmission system
included approximately 290 feet of landfill gas collection lateral and header piping.
Geosynthetic Clay liner (GCL) was placed above LFG piping to restore the final cover system.
Locations of collection piping are provided on the Record Drawings presented in Attachment
C.
LANDFILL GAS HORIZONTAL TRENCH
The landfill gas horizontal trench was constructed by Al in May 2024. Construction of the
LFG horizontal trench included excavating approximately 10 feet below grade for
approximately 100 feet. Predominantly, the trench was constructed in native soil with a thin
veneer of waste. The trench was then backfilled to approximately three (3) feet below grade
with 2" 4" ballast stone. A six (6) inch perforated HDPE pipe was installed within the ballast
stone. A GCL was then placed above the stone, and the trench backfilled with soil to existing
grade. Record drawings of the trench are included in Attachment C.
