Teresa Bradford, DEQ – Solid Waste Section Allen Gaither, DEQ – Solid Waste Section Deana Yitbarek, DEQ - Solid Waste Section STATUS OF PERMIT: A Life of Site Permit was issued on May 21, 2021. The permit includes the Permit to Construct Expansion Area 1, Phase I, II, III and the Permit to Operate the Old C&D Landfill Phases 1, 2, and 3, Expansion Area 1, Phase I, Cells 1 and 2 (1306-CDLF-2000), Large Type 1 Compost Unit (1306-COMPOST-2019) and a Treatment & Processing Unit (1306-TP-2019). The Life-of-Site Permit for the CDLF ends when the facility reaches its final permitted elevations, or no later than April 4, 2060, which is 60 years from the initial operation of the landfill. The Large Type 1 Compost Unit expires on April 28, 2031 and the Treatment and Processing Unit expires on April 28, 2026. On September 13, 2022, Greenway Waste Solutions of Harrisburg, Inc. received approval from the Solid Waste Section to operate Expansion Area Phase 1, Cell 3. PURPOSE OF SITE VISIT: Pre-Operational/Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: 15A NCAC 13B .0544 (d)(1) and 15A NCAC 13B .0203(d). Corrective Actions in Progress. The active gas extraction system is operational. The facility conducts monthly landfill gas monitoring of MMW-1, MMW-2, MMW-3R, GP-1 and GP-2R. MMW-3 was abandoned and GP-3 was converted to MMW-3R on 5/24/23. Continue to work with Connal Boyd, Hydrogeologist with the Solid Waste Section, for any additional corrective measures. OBSERVED VIOLATIONS: None ADDITIONAL COMMENTS 1. The facility consists of a Construction and Demolition Landfill, a Treatment and Processing facility and a Type 1 Composting facility. 2. The facility is permitted to receive solid waste generated within the following counties: Cabarrus, Mecklenburg, Union, Stanly, Iredell and Rowan. 3. The facility is secured by a locked gate at the facility entrance. 4. Access roads are of all-weather construction. 5. The Permit approval does not allow for any additional landfill activities, either grading or waste placement, within the Expanded Landfill Limit (+4.2 acres) of the Old C&D Landfill as shown on the Facility Map, Figure number 1-4, provided in the Permit Modification Amendment Application, File ID number 1574744, in the List of Documents for the Approved Plan. 6. The site visit included a pre-operational meeting for Expansion Area Phase 1, Phase 2. Operations Inspection of the CDLF: 7. Waste was being placed in Expansion Area 1, Phase 1, Cell 1 at the time of the inspection. 8. The working face was well controlled. 9. No unacceptable waste was observed. 10. Inactive areas within Expansion Area 1, Phase 1 was covered with soil. 11. Windblown waste was well controlled and was observed being collected during the inspection. 12. Good vegetative cover was observed on inactive areas of the Old C&D landfill. 13. No odors were observed during the inspection. 14. Edge of waste markers were visible and being maintained. Operations Inspection of the Treatment and Processing Facility: 15. The facility is currently not operating the recycling facility for gypsum wallboard. 16. The grinding area for clean wood is located on top of the Old C&D Landfill. The ground wood waste is hauled to a local nursery for boiler fuel. No unacceptable waste was observed. Operations Inspection of the Type 1 Compost Facility: 17. No unacceptable waste was observed. 18. There appears to be proper space around stockpiles and compost windrows to allow for emergency vehicle access in the event of a fire. Records Review: 19. Reviewed the permit, operations plan, weekly soil cover log, training records, random inspection records (3 per day), load refusal records, mobile home deconstruction records and compost temperatures. 20. Quarterly landfill gas monitoring is being conducted for the landfill gas monitoring network and the appropriate structures as approved in the Landfill Gas Monitoring Plan. In addition to the quarterly monitoring, monthly landfill gas monitoring is being conducted for MMW-1, MMW-2, MMW-3R, GP-1 and GP-2R. 21. The semi-annual groundwater and surface water monitoring were verified via Laserfiche. with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 22.
