PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS This facility is permitted to receive Household Hazardous Waste (HHW) generated within Wake County, or in accord with an agreement, from other counties. To qualify as HHW the waste must be: (a) Generated by individuals on the premises of a residence for individuals (a household), and (b) Composed primarily of materials found in the wastes generated by consumers in their homes. This permit shall expire on May 27, 2025. Pursuant to 15A NCAC 13B .0201(g), no later than December 27, 2024, the owner or operator must submit a request for permit review and must update pertinent facility plans including, but not limited to, the facility operation and waste screening plans. 1. Wake County contracts with Republic Services (formerly Ecoflo) to manage operations of the HHW facility. A responsible individual trained in facility operations is on-site during operating hours. 2. The facility was adequately secured by a fence with a locking gate to prevent unauthorized entry. Signs were posted at the entrance to the facility stating the hours of operation and other pertinent information. 3. The facility permit, operations plan, and training records were available on-site and were reviewed with Mr. Parsons, Site Supervisor. 4. During this inspection, daily logs of received materials, waste characterization records, and manifests were observed to be up to date and organized. Hazardous Waste manifests were verified up to 5/27/2024. 5. The HHW was kept clean and organized with the facility layout maintaining a good flow for traffic. 6. At the time of this inspection, the secondary containment sump located in the unloading area beneath the canopy held stormwater containing surface sheen and litter. Mr. Parsons stated that the secondary sumps are pumped out every week, and Oil-Dri is utilized inside the sumps once per month. Ensure that secondary containment sumps are pumped and cleaned as often as needed and kept free of litter to maintain proper functionality. 7. A fire suppression system located on the ceiling of the HHW building overhang and two charged fire extinguishers provide adequate fire containment/prevention. Vermiculite and Oil-Dri is utilized for spills and are stored on-site. 8. At the time of this inspection, windblown waste and litter was observed within a stormwater riprap channel adjacent to the resident drive-through area. Paint was also observed splashed on the riprap and appeared to have been dumped or spilled. Ensure that any windblown waste and litter is collected at the end of each operating day and disposed of properly. Residents should be monitored at all times and any spills cleaned up immediately. 9.
