STATUS OF PERMIT:
A Land Clearing and Inert Debris Notification was received by the Solid Waste Section on August 22, 2016. The
Notification was filed for recordation with the Wilkes County Register of Deeds on August 16, 2016.

None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is located on a 405.14-acre parcel of land located on ABTCO Road and is owned by Louisiana-Pacific
Corporation.
2. Access to the site is secured by a gate located at the main office of the facility. A secondary gate consisting of
electrified wire is located at the direct entrance of the landfill area.
3. The waste area appeared to be less than 2-acres in size at the time of inspection.
4. The landfill was inactive at the time of inspection.
5. Edge-of-waste markers were provided at three of the four corners of the site.
6. Waste within the disposal area appeared to consist primarily of soil and wood chips.
7. Majority of the site was covered with volunteer, native vegetation at the time of inspection. It appeared that an
additional marker was needed at the northwest corner of the site.
8. It appeared that all required setbacks were being maintained.
9. No standing water was observed.
10. Access roads were off all-weather construction and well maintained.
11. As discussed during the inspection, all active notified Land Clearing and Inert Debris (LCID) Landfills of less
than 2-acres in size must be closed in accordance with 15A NCAC 13B .0567(b) no later than January 1, 2026, or
file an application for a permit from the Solid Waste Section for any operations of the landfill past that date. The
permit application may be filed at any time prior to January 1, 2026.
The Solid Waste Section notified all owners of active notified LCID Landfills by mail on October 6, 2021
of the requirement to close the facility or file for a permit to continue operations beyond January 1, 2026.
A copy of this notification was provided to Mr. Byrd during this inspection.
Mr. Byrd explained Louisiana-Pacific plans to close the facility.
