PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is permitted to accept wood ash generated from wood-fired boilers and zinc borage sludge from the 2. The Permit to Operate was current and available upon request. 3. The landfill was not in operation at the time of inspection. 4. The landfill has not received waste since April of 2020. 5. The landfill was stabilized with native vegetation at the time of inspection. 6. Groundwater monitoring was being performed semiannually as required. Records for the second semiannual sampling event for 2023 (performed August 15-16, 2023) were verified via the Division of Waste Management document database. 7. As noted on the previous inspection report, vegetation was quite tall preventing a thorough inspection of slopes. However, grass was being mowed at the time of inspection. Please notify the Solid Waste Section upon completion of mowing activities so a follow-up inspection can be performed. 8. The detention pond was well maintained. 9. Edge of waste markers were verified along the west, north and eastern boundaries of the landfill. One marker had been destroyed at the northwest corner of the landfill and was in need of replacement. It appeared that an additional marker was needed along the western boundary to allow for a clear line-of-sight between corner markers to the southwest and northwest. 10. The facility was secured by a gate. 11. All access roads were of all-weather construction and well maintained.
