Airy, NC 27030 NORTH CAROLINA Environmental Quality June 14, 2024 Re: Septage Detention or Treatment Facility Closure V & S Septic Service SDTF 86-11 Hwy 52 in Surry County Dear Bennett & John Stamper, The NC Division of Waste Management received your email confirmation on March 4, 2024 to close the Septage Detention & Treatment Facility (permit #SDTF 86-11) located on Hwy 52 in Surry County. A final inspection was performed on May 28, 2024. As of this date, permit #SDTF 86-11 has been closed out. If in the future you wish to obtain a permit for a septage facility or land application site, please contact this office to initiate the permitting process. Use of a septage facility or land application site that is not permitted may result in administrative penalties up to $15,000 per violation in accordance with NC General Statute 130A- 22. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to S 15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 3 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section ADDITIONAL COMMENTS 1) 15A NCAC 13B .0838(b): An all-weather access road is maintained. 2) 15A NCAC 13B .0838(c): The tanks have been decommissioned and were partially crushed as part of the removal process. Both tanks have holes which would not allow the storage of septage. 3) 15A NCAC 13B .0838(e)(2) and .0838(g): No vector or odor issues were noted. 4) 15A NCAC 13B .0838(i): No debris or vegetation was noted within 5 feet of the tank(s) that hinders the inspection of the tanks(s). 5) 15A NCAC 13B .0838(j): Septage has not been stored in the tanks for several years prior to their removal. 6) 15A NCAC 13B .0838(k): Proper "No Trespassing" signage was posted on site. 7) 15A NCAC 13B .0838(m): Setback requirements appear to have been met. 8) Additional comments: N/A 9) On June 7, 2024, Ms. Williams spoke with Mr. Vic Billings, owner of Vast Equipment, who stated that the tanks can stay on the property. The site is cleared to be closed as is.
