The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. Proper signage was observed at the entrance of the facility.
2. The facility is permitted to receive solid waste generated within Lincoln County.
3. The facility accepted an average 127.64 tons per day MSW (July 2023 — May 2024) and an average 42.51 tons per
day C&D (July 2023 — May 2024).
Operations Inspection of the MSW Landfill Unit:
4. The facility is currently working on top of Phase 4.
5. Edge of waste markers were observed.
6. All access roads are maintained in good condition.
7. The working face was small and compact.
8. No unacceptable waste was observed.
9. The facility utilizes soil and spray -applied Mortar Coating (SMC) for daily cover.
10. Facility staff were picking up windblown during the inspection.
Scrap Metal Collection Area
11. The area is well maintained.
12. White goods and scrap metals are staged on a concrete pad with push -walls.
13. CFC's are removed from all white goods at the convenience centers by Carolina Metals Group. CMG is responsible
for picking up their containers and transporting them to their facility in Dallas.
14. All scrap metal collected at the landfill is hauled to Carolina Metals Group by facility staff.
Scrap Tires
15. Scrap tires are collected and stored in US Tire semi -trailers.
16. The facility had three US Tire semi -trailers and one trailer was full and ready for pick-up.
17. The area is organized and well maintained.
Electronics Recycling
18. All electronics are collected and taken for recycling by Synergy in Greensboro.
19. Electronics are staged and shipped from the scrap metal concrete pad.
20. Electronics were wrapped on pallets ready for Synergy and the last pick up was on May 29, 2024. Synergy is
scheduled to pick up electronics every two weeks.
Used Oil Collection
21. The area is clean and organized in a fenced area located on the NW side of the office building. Citizens are escorted
to the area for disposal.
22. Used oil is utilized for heating the shop at the facility.
Small Type 1 Composting — Yard Waste
23. Lincoln County owns the tub grinder used to process yard waste.
24. The area was well organized and maintained.
25. Unacceptable waste discovered in the yard waste pile is pulled out before loading into the tub grinder.

26. Good access around windrows and finished pile for access by firefighter equipment.
27. Facility staff are actively preparing a pad for the air curtain incinerator that was delivered on May 20, 2024.
Facility staff will move the incinerator once the permanent pad is complete. The Division of Air Quality had
approved their permit (10843G00) on May 3, 2024, and the permit from the Division of Waste Management is in
process.
Records Review
28. A copy of the current permit and operations plan are maintained in the landfill office.
29. Reviewed semi-annual groundwater monitoring reports for 2022 and 2023. Leachate monitoring is performed
semi-annually with their groundwater monitoring.
30. The landfill gas monitoring plan consists of gas monitoring wells MMW-1,2,3,4,5,6,7, and 8, along with the landfill
shop, scale house.
31. Landfill gas monitoring is performed by facility staff monthly and results are submitted to the Section quarterly.
The most recent monitoring event occurred on May 28, 2024.
32. Random inspection reports were reviewed. Facility staff perform one (1) random inspection each day at the
MSWLF. Records reviewed were from Feb. 1, 2024 to June 3, 2024.
33. The facility has two 325,000-gallon, above ground storage tanks.
34. Leachate is gravity fed to the lift station which pumps the leachate up to the leachate tanks.
35. Leachate is pumped and hauled by landfill staff to the City of Lincolnton WWTP.
