Dear Mr. Rightmyer
This concerns the request by Mr. Walter Gibbs of Rightmyer Machine Rentals to evaluate
the possibility of using the Weldon Veneer Notified land clearing and inert debris landfill for use
as waste disposal site by your firm. This landfill was recorded in Book 1587 Page 567 of the
Register of Deeds in Halifax Co.
During a site visit on August 13, 2001, no obvious problems were observed. If Rightmyer
Machine Rentals intends to use these two adjacent tracts of land as a two acre notified land
clearing and inert debris landfill, prior to purchase you should:
1. Obtain a plat of the property on which the Weldon Veneer LCID site is located and the
adjacent property that Rightmyer Maching Rentals owns.
2. Scale the 100 feet setbacks mandated in 15A NCAC 15B .0564. Then use these
measurements to determine the amount space remaining that could receive LCID waste.
3. Verify that the area meets all of the requirements listed in 15A NCAC 13B .0564 SITING
CRITERIA FOR LAND CLEARING AND INERT DEBRIS LANDFILL.

If all conditions 15A NCAC 13B .0564 have been met, then Rightmyer Machine Rental must:
1) Re -deed the two properties into one tract and record with the Halifax Cc Register of Deeds as
required in 15A NCAC 13B .0563, APPLICABILITY REQUIREMENTS FOR LAND
CLEARING/INERT DEBRIS LANDFILLS.
2) Any phases of the old landfill that are completed must within 30 working days or 120 calendar
days be covered with one foot of suitable soil sloped to allow surface water runoff in a
controlled manner.
3) Provide a ground cover for the completed sections of the old landfill sufficient to restrain
erosion
