Permit application is due.from Municipal Engineering by July 2, 2003. Permit to construct new facility will also have the permit for the temporary facility. PURPOSE OF AUDIT: To conduct a comprehensive audit of a MSW Transfer Facility NOTICE OF VIOLATIONS) (citation and eaulanation): 15A NCAC 13B .0402 OPERATIONAL REQUIREMENTS (6) Equipment shall be provided in the storage and charging areas and elsewhere as needed or as may be required in order to maintain the facility in a sanitary condition. The Franklin Co. MSW Transfer facility is in violation of this rule in that no trailers were provided in the loading chute for the facility during the entire time of the audit. Waste was hauled in on Therefore Franklin County must as ofJunel2, 2003, ensure that enough trailers are provided on site so that garbage loads can pushed into a trailer as soon as the load is dumped on the facilityfloor. Due to the size of the facility, it is imperative that loads not be allowed to accumulate in and around transfer structure. You are hereby advised that, pursuant to N.C.G.S. 130A-22, an administrative penalty. of up to $5,000 per day may he assessed for each violation of the Solid Waste Statute or Regulations. If the violation(s) noted here continue, you may be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. STATUS OF PAST NOTED VIOLATIONS (List all noted last audit): NONE OTHER COMMENTS /SUGGESTIONS: 1) Cc has contracted with individual to clean paper at facility and to remove material from the pallet and yard waste areas prior to grinding. 2) White goods area needs pad or some type of containment structure. 3) County is considering using old transfer facility as a drop off to load scrap tires into trailers for storage until hauled off. County needs to investigate method of covering scrap tires if this is not done 4) Side slope of area behind the yard waste site needs to be stabilized with mulch and seeding 5) Sedimentation basin has been cleaned and landscaping work done in the area. 6) Operator plans to install road into new transfer facility by end of June. 7) Sheet steel walls have been installed in facility to keep waste from falling outside pad. 8) Operator intends to install new wind fences soon. 9) Partial audits conducted on 10/28/2003, 3/26/2003 and 4/9/2003 10) Letter submitted by Municipal Engineering anticipates a permit to operate the new facility by February 2004. 11) Large amount of mulch on site at time of audit. Mulch in yard waste area has much trash mixed in. Operator says plans are to screen this mulch when the next load is ground.
