PURPOSE OF INSPECTION: To conduct a comprehensive audit of a MSW Transfer Facility
VIOLATIONS NOTED (citation and explanation
1. 15A NCAC 13B .0402 (6) OPERATIONAL REQUIREMENTS Equipment shall be provided in the
storage area and charging area and elsewhere as needed or as may be required in order to maintain the
facility in a sanitary condition. This facility is in violation of this rule in that the walls and floor of the
facilility are in need of much repair. The County has installed temporary metal sheeting to contain the
waste and prevent waste from falling onto the ground beneath the facility.
2. CONDITIONS OF PERMIT (5)(d) The "tipping floor" and "transfer trailer loading area" shall be
maintained in a sanitary, clean condition after operating hours in accordance with the approved
Operational Plan. This facility is in violation of this Permit Condition in that the walls and floor of the
f cilility are in need of much repair. The County has installed temporary metal sheeting to contain the
waste and prevent waste from falling onto the ground beneath the facility. The County has committed to
constructing a new transfer facility by next summer.
COMMENTS /SUGGESTIONS:
1) Blown paper situation much improved. Co. has hired a staff person to pick up paper.
2) Paper, plastic, plywood, junk furniture mixed with pallets in recycling area. Operator says that the Co.
has not been able to get the generators to remove this material from waste but have not been successful.
Operator states that the contract grinder separates this material before the grinding operation begins.
3) Pallets and mulch are mixed up which should make removal of the mulch more difficult.
4) Co. has plans to construct a new transfer facility by next summer.
5) White goods area needs pad or some type of containment structure.
