Re: Environmental Assessment at the Closed Franklin County Municipal Solid
Waste Landfill (Permit #35-01)
Mr. Faulkner,
Water quality data from past sampling of the ground water detection monitoring
wells at the Franklin County landfill indicates chemical constituent levels
exceeding water quality standards. Previous assessment activity concentrated on
delineating contamination directly down gradient of the fill area. However,
monitoring well data have indicated exceedances of North Carolina State
groundwater standards in areas that appear to be side gradient to the fill area too.
Because some of the wells are located in close proximity to the facility permitted
boundary resumption of assessment activity is required.
To address this issue the County should acquire the services of a N.C. licensed
professional geologist with experience in assessment of ground water
contamination and submit a plan that addresses the objectives the County believes
will address the ground water exceedances. The professional geologist shall
consult with the Solid Waste Section about the landfill site prior to developing the
plan. The Section will review the submitted plan, approve it, or request more
information or amendments before implementation. The plan shall then be
implemented as approved.

Dear Mr. Moore:
This is written as a response to a letter sent to the Division by you on July 7, 2000,
concerting repairs to the cap system of the closed Franklin County MSWLF. In this letter, you
proposed to address the needed repairs by:
1. Testing the soil to diagnose the factors contributing to the difficulty in establishing a
grass cover.
2. Identifying areas needing repair on the cap system and preparing a map that indicates
these areas.
Preparing a Draft Plan indicating the location and type of repairs to be completed and
any modifications to the closure plan to reduce the likelihood of the problem
reoccurring.
4. Submitting this information to the Division for review and approval.

This is written in response to a letter submitted to the Division on December 1, 2000, by
Withers & Ravenel concerning proposed repairs to closure cap of the Franklin County Municipal
Solid Waste Landfill (closed) located on NCSR 1109 near Louisburg, North Carolina.
Mr. Jim Barber, Eastern Area Field Engineer and I reviewed the proposal on January 12,
2001, and found the recommendations to repair damage to the closure cap system of the MSWLF
listed in the proposal to be generally acceptable. There are however, three comments concerning
the proposal we wished to make. These are:
Beginning repair of the closure cap system should not be contingent upon purchase of the
45 acre tract of land bordering the eastern edge of the landfill.
In order to avoid potential inclement weather delays, the repairs should be started before
the Summer/Fall season of 2001. Ideally, repair work should be completed no later than
the fall of 2001 to coincide with the beginning of the planting season for cool weather
grasses.
A more detailed work schedule for the repair procedures and improvements will need to
be provided.

Franklin Co. MSWLF (closed) Louisburg, Franklin Co. Visited LF spoke to Faulkner, said that work was
progressing, on the landfill. Most of the construction work has been completed. Said that seeding should be
completed by the end of the month. Faulkner also said that the county has budgeted the money for the transfer
facility and that the bidding process was scheduled to be initiated after July 2002. ROC
