None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is a permitted LCID landfill, inert debris and wood waste processing operation, and a Large Type 1
compost facility (permit #3427-COMPOST-2015).
2. The Permit to Operate and Operations plan are maintained at the facility office building and were available for
review upon request.
3. Composting temperature logs are maintained at the facility office building and were available for review.
4. Thermometer calibration log for the compost temperature readings was provided by Boby Lawson.
5. Proper signage was observed at the facility entrance.
6. The facility is secured by perimeter fencing with site access controlled by two locking gates.
7. The entire facility was observed to be well maintained with no windblown material observed at the time of the
inspection.
8. The facility access roadways were of all-weather construction and in good condition.
9. The LCID landfill is located on the northern portion of the facility. Mr. Lawson stated that the LCID landfill has
started the closing process and has applied the soil cap and seeded the landfill. Mr. Lawson stated that the
installed landfill cap consists of 4-5' of soil. The cap was observed to be in good condition with an established
vegetative cover.
10. The landfill side slopes were observed and found to be in good condition with established vegetative cover. No
woodsy vegetation was observed during the inspection.
11. Permanent edge of waste markers were observed around the landfill perimeter.
12. The treatment and processing operations take place on the southern portion of the facility. Wood waste and
compost operations are located on the western half of the treatment and processing area with a stockpile of
asphalt debris. Inert debris consisting of concrete is located on the eastern side of the treatment and processing
area.
13. Compost and wood waste operations take place on the south side of the treatment and processing area. A small
amount of old compost was noted, along with several piles of mulch and topsoil.
14. The wood waste used for mulching operations is stockpiled adjacent to a large tub grinder. The stockpile was
inspected, and no unacceptable material was found. The processed wood waste is then transferred and placed in
windrows.
15. No unacceptable materials were noted in the wood waste/compost operations area or in the stockpiles of
processed and unprocessed material. Wood waste stockpiles were neat and of a manageable size, with adequate
fire lanes surrounding each individual pile.
16. The inert debris pile consisting of concrete was of a manageable size with Bobby Lawson stating that after
enough material has been stockpiled crushing operations would take place. The stockpile was inspected and no
unacceptable material was observed.
17. The treatment and processing area is designed to direct stormwater runoff to a pond on the eastern side of the
facility. A drainage ditch runs along the southeastern edge of the operations and storage area into a pipe that
conveys the runoff directly down the hill to the pond. The surrounding slope leading down from the operations
and storage area to the pond is covered with well -established vegetation. All erosion control measures appeared
to be functioning properly, and no erosion was evident.
18. All required buffers and setbacks appeared to have been maintained at the facility, including the 100' buffer
surrounding the water supply well located in the treatment and processing area.
