ADDITIONAL COMMENTS
On April 11, 2016, John Patrone met with David Hutchins, Dwain Maness, Rusty Turner, and Charles Garner to
conduct a comprehensive inspection of the City of Asheboro Recycle and Solid Waste Transfer Station located on
Transfer Station Place in Asheboro, Randolph County.
1. The facility is a municipal solid waste (MSW) transfer station owned by the City of Asheboro.
2. The facility is not open to the general public. It is accessible primarily to City of Asheboro waste collection
vehicles.
3. The facility is currently open Monday through Friday 7:30 am to 3:00 pm but will change its hours on May 9,
2016 to Monday through Friday 7:30 am to 5:00 pm.
4. The facility permit, site plan, and operations plan were discussed.
5. The facility is permitted to receive solid waste generated in Randolph County.
6. Municipal solid waste is hauled to the Uwharrie Environmental Regional Landfill (62-04) in Montgomery
County.
7. The following are facility certified personnel:

8. Mr. Garner stated that a vehicle scale test was conducted by the North Carolina Department of Agriculture &
Consumer Services in May, 2015.
9. A vehicle scale test was conducted by Charlotte Scale Company, Inc. on February 8, 2016.
10. The facility has an automated vehicle scale (at the scale house). The vehicle scale has an outside weight display
unit.
11. During the inspection the facility had single-stream recyclable materials piled on the left side of the tipping
floor. Mr. Garner stated that recyclable material is brought to the facility ~ twice a week. During that time
MSW is generally not accepted. The recyclable materials are placed in a transfer trailer and hauled to the North
Davidson Garbage Service and Recycling Center in Welcome, Davidson County.
12. The facility maintains records of the amount of material received. Throughput records were verified for June 1,
2015 through March 31, 2016. The facility received ~ 10,125 tons of MSW and ~ 3,375 tons of recyclable
materials. Material hauled-off mirrors material received.
13. The facility annual report (FAR) was received by the SWS dated August 5, 2015. Tonnage of MSW and
recyclable materials received July 2014 through June 2015 is 14,681.13 tons.
14. During the inspection there were two empty transfer trailers and one full transfer trailer on site. An additional
transfer trailer was in the transfer building load-out bay.
15. Mr. Garner stated that full transfer trailers are not commonly stored overnight.
16. Leachate from the facility is piped to the City of Asheboro sanitary sewer system.
17. The facility has three leachate collection drains. Leachate from the tipping floor drains into the load-out bay. A
drain is located in the center of the load-out bay, outside of the building adjacent to the truck exit from the load-
out bay, and at the transfer trailer storage area.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

18. The transfer trailer storage area is paved and designed to allow leachate to flow towards the collection drain.
19. Mr. Hutchins stated that the leachate collection drains and leachate settling tank are generally cleaned/pumped-
out monthly.
20. Waste screening reports were verified for April 30, 2015 through April 6, 2016. The facility conducts one waste
screening per week.
21. The facility uses a hose to wash the transfer station tipping floor and load-out bay daily. Ensure the upper area of
the push walls are also routinely cleaned.
22. Ensure cracks in the concrete and worn areas of the tipping floor and load-out bay are repaired.
23. The exterior of the transfer station building appeared to be in good repair.
24. The transfer station building has two bay doors at the tipping floor entrance and one at each end of the load-out
bay. The building is sealed when not in operation/after hours.
25. The facility stores scrap tires from City vehicles. It was stated that they are brought to the County scrap tire
collection site weekly.
26. The facility accepts white goods. White goods are stored in a container unit.
27. The facility accepts electronics. Electronics are stored atop pallets until shipped-out.
28. No windblown material was observed.
29. Mr. Garner stated that the transfer station has eight fire extinguishers.
30. The City of Asheboro Fire Department can be contacted to address an emergency at the facility.
31. The facility is secured by a locked gate. Personnel are on site during operating hours.
32. Access roads are of all-weather construction.
33. The facility has a proper sign.
34. The PTO expiration date is June 8, 2016.
35. The facility has contacted the SWS regarding PTO renewal.
