Notified Land Clearing and Inert Debris (LCID) Landfill Cumberland County Notification No. - N0788 Dear Mr. Pegram: The NC DEQ Division of Waste Management Solid Waste Section (Section) conducted a site inspection on May 23, 2024, at the above referenced landfill to confirm that it had ceased operations and the landfill had been closed. On April 23, 2024, the Section received a cap survey certifying that at least one foot of suitable soil cover has been placed over the entire landfill. As such, the referenced landfill has met the closure requirements of 15A NCAC 13B .0567(b); and is deemed closed by the Section in accordance with the laws and rules governing the management of LCID landfills. When a disposal site/facility has closed in accordance with 15A NCAC 13B .0567, any future disposal operations on the property will require a new permit under the rules effective at the time of permit application. If no new permit is obtained, any waste management or handling activities not associated with the maintenance or monitoring of the closed landfill may be viewed as operation of a solid waste management facility, which would be in violation of North Carolina Solid Waste Management Rules. The owner of the property where the closed landfill is located must comply with the post-closure care requirements set forth in 15A NCAC 13B .0567(c).
