Subject: PIP Treatment & Processing application dated 12/15/01; received 01/02/01;
Completeness review.
Mr. Joyce:
The Solid Waste Section has reviewed the proposed T&P facility for the PIP landfill,
submitted by you on behalf of Mr. Allen Perry. In accordance with the North Carolina Solid
Waste Management Rules and guidance documents for T&P facilities and bed on our
conversation on 11 October 2001; the following item(s) will be needed to issue a
operations permit for the PIP treatment and processing facility:
Locations of borings (or other means of indicating depth to seasonal high water
table) indicating that the area of proposed windrows, to the west of phase 4, has the
required separation to seasonal high groundwater. If boring are used, locations can
be placed on the plan sheet dated 4 December 2000 provided with the proposed
T&P application;
2. Provide a copy of a letter issued by Franklin County indicating that the proposed
T&P facility ( Recycling Facility) is a approved used per the zoning requirements in
this area of Franklin County
The above comments are provided to facilitate the review of the site and outline the
information needed to finish this project prior to permitting the site as a wood waste
Treatment and Processing site.

Subject: PIP Landfill Closure Plan dated 12/15/00 and received 01/02/01;
Demolition Landfill Permit # 35-C.
Mr. Joyce:
The Solid Waste Section has reviewed the closure package for the PIP landfill, submitted
by you on behalf of Mr. Allen Perry. In accordance with the North Carolina Solid Waste
Management Rules, the closure plan is acceptable and should be implimented as shown
on the plans. Based on our conversation on 11 October 2001; the following item(s) will be
needed to issue a formal "Closure Letter' for the PIP Landfill:
1. Provide a "Closure Certification" with the following information;
a. Locations of borings (or other means of indicating depth of cover) indicating
that the required soil cover has been placed on the closed phases of the PIP
Landfill and provide the depth of cover at each location. The locations can
be placed on plan sheet 2 of 3(by Stillwater Design) provided with the
proposed closure plan application;
b. Indicate that the elevations achieved during the operation of the site are
consistent with the elevations shown on the approved site. plan prepared by
Stillwater Design dated 31 May 1991.
Once the certification letter is received a "Closure Letter' will be prepared and submitted
to Mr. Perry so the closure letter can be recorded with the Franklin County Register of
Deeds. The above comments are provided to facilitate the closure of the site and outline
the information needed to finish this project prior to re -permitting the site as a wood waste
Treatment and Processing site.

RE: FINAL WARNING LETTER
Organics Recycling
Permit # 35-
Franklin County
Dear Mr. Adams:
Pursuant to North Carolina General Statute 130A-22(a) and to 15A North Carolina Administrative Code
13B, I conducted a reinspection on July 18, 2006, of the Organics Recycling Facility, Permit #35-03TP, located
off US 1, Franklin County, North Carolina. This inspection revealed that Organics Recycling was still in
violation of The North Carolina Solid Waste Management Rules, codified at 15A N.C. Admin. Code 13B,
specifically:
15AN.C. Admin. Code 13B .0566, (a) The final cover thickness of one foot of suitable
compacted earth shall be maintained; and (b) Permanent erosion control measures shall be
maintained. Section .0566 (5) also states: the disposal area shall be covered with a minimum of
one foot of suitable soil cover sloped to allow surface water runoff in a controlled manner.
Section .0566 (7) states: Provisions for a ground cover sufficient to restrain erosion must be
accomplished within 30 working days or 120 calendar days upon completion of any phase of
landfill development.
The reinspection was conducted thirty days after your receipt of an audit of Organics Recycling, done on May
23, 2006. The audit contained a Notice of Violation and gave you thirty days to correct the violation. As of
July 18, approximately two hundred feet of exposed LCID had been properly covered. This work is appreciated
by this section, but the area covered is only a very small percentage of the area that is in violation and that was
supposed to have been completed.
This letter serves as a FINAL WARNING to Organics Recycling. You must close out the previous LCID
according to the rules within 60 days.

Pursuant to NCGS 130A-22(a) and 15A NCAC 13B .070- .0707, an administrative
penalty of up to $5000.00 per day could be assessed for violation of the Solid Waste'
Management Laws or Regulations.
