Ther permit expires on June 15, 2021. A request for permit renewal has been submitted to the Solid Waste Section and is under review. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The facility is permitted to receive waste generated within Ashe, Avery, Caldwell, Watauga, and Wilkes Counties. 2. The landfill is primarily used for the disposal of inert debris such as concrete, rock, brick, concrete block, and broken asphalt. Wood waste is taken to the Treatment and Processing Area for eventual grinding into mulch. 3. A gate was provided at the entrance to the facility to prevent unauthorized access. 4. The working face was less than one acre in size at the time of inspection. 5. The landfill was not active at the time of inspection. Mr. Phillips explained Watauga County was considering possible closure of the LCID Landfill. Majority of waste with the landfill was covered with soil at the time of inspection. Exterior slopes had been seeded with good gemination of seed. Should you decide to close the facility, please be sure to notify the Solid Waste Section and follow the closure requirements set forth in 15A NCAC 13B .0567. 6. Access to the LCID had been blocked off to traffic. 7. Surface water had been directed away from the landfill. 8. -1 was being performed quarterly as stipulated in the approved operation manual for the facility. Records for monitoring events performed on 1/31/23, 5/1/23, 7/13/23, 11/1/23, and 1/25/24 were verified. No exceedances above applicable standards were found. Operations Inspection of the Treatment and Processing Unit: 9. The facility is permitted to receive land clearing waste, pallets constructed of unpainted and untreated natural wood, yard trash. However, should yard trash be received and ground, it may not be distributed to the public unless it has been composted in accordance with 15 NCAC 13B .1400. 10. Adequate access had been provided around stockpiles to allow for access by firefighting equipment. 11. No unacceptable waste streams were observed. 12. A container was provided onsite for the collection and proper disposal of unacceptable waste streams as they are removed from the waste stream. 13. No objectionable odors were observed. 14. No dust was observed. 15. Surface water had been directed away from the area.
