General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any

ADDITIONAL COMMENTS
The facility is a transfer station owned by GFL Environmental USA Inc and is located on property that includes the Waste Industries Stone Park Court Land Clearing and Inert Debris County Landfill (Permit# 32J-LCID). Hilco Transport, Inc
operates the transfer station. 1. The facility accepts waste Monday through Friday from 7am to 4pm and is fenced and secured by a locking gate when it is not open for operation. Correct signage is posted at the entrance of the facility listing the facility name, permit number, emergency contact information, as well as a list of non-acceptable wastes. 2. The facility permit and operations plan were available on-site and reviewed with facility staff. 3. Waste screening reports were verified up to 5/13/24. The facility conducts screenings on approximately 5% of loads received. 4. In response to a 3/18/24 citizen complaint concerning odors, noise, and excessive vultures, Mr. Davidson has implemented more thorough nightly cleaning of the tipping floors including using a specialized tractor brush attachment, less audible back-up alarms on equipment (unless impact is eminent), and hanging effigies to ward off
vultures. Mr. Davidson also stated that ongoing open communication has been established with neighboring residents to address and resolve issues/complaints more effectively. 6. The transfer station tipping floor has two receiving areas; C&D waste is processed on the left half of the tipping floor, and MSW is processed on the right half. At the time of this inspection, the right half of the floor, as well as the MSW trailer loading bay, were in the process of being replaced and were not in use. All incoming waste is currently being processed on the left half of the floor and loaded into trailers within the C&D loading bay. 7. Mr. Davidson emailed pictures to Mr. Davis on 6/3/24 (see attached) showing that two large sections of metal siding on the western side of the C&D tipping floor, missing since the previous inspection, had been repaired/replaced. 8. A missing trench drain grate at the exit of the C&D trailer loading bay, observed during the previous inspection, had been replaced. Some waste and sludge were observed on top and within the trench drain. Continue to ensure leachate drains are cleaned and repaired as needed to maintain proper functionality. 9. Mr. Davidson emailed pictures to Mr. Davis on 6/3/24 (see attached) showing that the worn-down concrete berm at the exit of the MSW trailer loading bay had been replaced. 10. Mr. Davidson emailed pictures to Mr. Davis on 6/3/24 (see attached) showing that puncture holes and damage within
the metal siding of the MSW trailer loading bay, observed during the previous inspection, had been repaired. 11. The stormwater conveyance and riprap area adjacent to the access road entering the MSW trailer loading bay, observed to be in disrepair and holding standing water during the previous inspection, had been paved with concrete.
Cement bollards had been installed to prevent transfer trucks from driving onto the access road shoulder. 12. Digital photographs were taken during this inspection.
