with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photographs were taken by Lee Hill on May 31, 2024.
2. The facility is open Monday through Saturday, 8:00am to 4:00pm.
3. The facility is secured by gates at both entrances and a portion of the facility is fenced to prevent unauthorized
access. In areas where fencing has not been installed, topography serves to limit access as well.
4. Signs providing the hours of operation, the permit number and disposal procedures were observed at the scale
house and the entrances to the facility.
Operational Inspection of the MSWLF Unit (8807-MSWLF-1990)
5. The facility is currently filling in Phase 5.
6. The access roads were of all weather material and were being maintained.
7. Windblown litter was minimal and was confined to the operational area at the time of inspection.
8. The top of the top and slopes of the active cell had good soil cover and no exposed waste was noted.
9. The working area was small and compact at the time of inspection. A lead acid battery and a pallet were
observed in a recently dumped load. Facility staff also noticed the banned materials and removed them from the
working face. Continue to remove any unacceptable material from the working face and manage
appropriately.
10. Shrub type woody vegetation was observed growing on the southern and northern slopes of Phase 3 and the
eastern slope of Phase 4. Remove the woody vegetation from the side slopes of the landfill.
11. Small rill erosion was visible on the western side slopes of Phase 4; however, no exposed waste was visible.
Repair the rill erosion on the Phase 4 side slopes to prevent waste from becoming exposed.
12. Multiple leachate seeps were observed on the western side slopes of Phase 1. There appeared to be no evidence
of leachate leaving the lined disposal unit, as the closest seep observed was approximately 8 feet from the liner
edge. Upon seeing the seeps, facility staff immediately mobilized equipment to contain and repair the leachate
outbreaks. Historically, the Phase 1 side slopes have had multiple leachate outbreaks. This area should be
monitored closely for seeps, and any observed seeps should be repaired immediately.
