PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS The Durham Compost Facility is a Large Type I composting operation located at 2115 East Club Blvd behind the closed City of Durham MSW Landfill (Permit# 3201-MSWLF-1975). The facility is permitted to accept only yard waste and clean wood waste (Type I) for processing (grinding) and composting. The facility is also permitted to accept food waste in accordance with 15A NCAC 13B .1402(g)(2) and the approved Operations Plan (FID 1595040). The approved pile size for (1) incoming pre-composted wood material, (2) curing compost, and (3) finished compost, is maximum 12 feet high by 25 feet wide, unlimited length within the compost boundaries. 1. The City of Durham contracts with Atlas Organics (now owned by Generate Upcycle) to manage the operations of the compost facility. 2. The facility permit and operations plan were available on-site. Temperature logs were also available on-site and were verified up to 5/14/2024. 3. Legacy/heritage post-grind waste piles and windrows present during the previous inspection have been removed from the site and disposed of. The facility currently maintains only one post-grind pile. 4. During this inspection, some plastic material was observed within the post-grind waste pile. Continue to ensure that all prohibited wastes and contaminants are removed from the incoming yard and wood waste prior to grinding. 5. Digital photographs were taken during this inspection.
