(Best) is pleased to provide this Initial Abatement Report for the accident/spill site located at I-40 East Mile Marker 150 in Statesville, North Carolina (see Figure 1 ). The purpose of the assessment was to determine if soil had been impacted by a release of diesel fuel following an accident at the referenced site. 1 Introduction The spill occurred on June 22, 2023, when a tractor trailer ran off the right side of the highway, struck the guardrail and came to a rest on the highway shoulder. Approximately 300 gallons of diesel fuel was released from the trucks saddle tanks during the accident. The spilled diesel fuel pooled on the shoulder and was contained at the time of the accident using absorbent materials. 2 Soil Excavation On June 28, 2023, Best monitored the excavation of the diesel fuel contaminated soil performed by Ultimate Environmental of Mount Airy, North Carolina (Ultimate). Ultimate removed the impacted soil using a skid steer and track hoe then loaded the soil onto dump trucks. During the excavation, soil samples were inspected for evidence of contamination. The excavation was terminated when it appeared that all contaminated soil had been removed. The final excavation was rectangular in shape and measured 75
